Major Data Security Crisis Erupts Over Telangana's T-Wallet App Ownership

A significant controversy has erupted in Hyderabad concerning the ownership and control of the T-Wallet application, the official digital wallet of the Telangana government. The Electronic Service Delivery (ESD) wing of the Information Technology, Electronics & Communication (ITE&C) department has lodged a serious criminal complaint, accusing a private entity of dishonoring contractual obligations and refusing to grant access to the app despite the expiry of its maintenance contract.

Criminal Case Registered Against Private Firm

Based on the complaint filed by ESD, Hyderabad's Central Crime Station (CCS) registered a criminal case on Wednesday against Transaction Analysts India Pvt Ltd (TAIPL) and others. The charges include:

  • Sections 316(2) for Criminal Breach of Trust
  • Section 318(4) for Cheating under the Bharatiya Nyaya Sanhita (BNS)
  • Relevant sections of the Information Technology Act

ESD officials have raised alarming concerns about potential threats to the data security of approximately 16 lakh registered users and the safety of ₹14 crore in funds held within the wallet ecosystem.

Background of the T-Wallet Platform

The T-Wallet platform was originally launched in 2017 by the Telangana government as a state-owned digital payment ecosystem designed to facilitate cashless transactions and deliver citizen-centric services across the state. TAIPL had secured the initial work contract to develop and maintain the T-Wallet application, with the maintenance contract being periodically renewed in their favor over subsequent years.

In October 2024, administrative approval was granted, and a committee was constituted by the government to oversee a fresh tender process. By 2025, a new tender was floated, and after thorough technical and financial evaluation, Purview India Consulting and Services LLP was declared the successful bidder to take over maintenance responsibilities.

Contractual Violations and Failed Handover

According to the ESD complaint, TAIPL failed to comply with mandatory contractual obligations as their agreement neared expiration on May 31, 2025. Under the terms of their contract, TAIPL was entrusted with critical responsibilities subject to strict contractual and statutory obligations, including:

  1. Maintenance of secure systems
  2. Mandatory transfer of all user data, transaction records, and wallet balances
  3. Handover of source code and system credentials
  4. Transfer of all digital assets to ESD or its authorized agency upon contract expiry or termination

"Even prior to the expiry of the agreement, ESD initiated communications with TAIPL for smooth transition and handover of data and systems," stated the FIR. "Through emails, discussions, and letters, it was clearly directed to TAIPL to transfer all user data, transaction records, wallet balances, source code, and system credentials. However, the company has willfully failed to comply with these lawful directions."

Escalation of the Conflict

A final show-cause notice was served on November 12, 2025, explaining the potential consequences of non-compliance, including penalties and blacklisting. In response, TAIPL allegedly took what ESD officials describe as "an openly hostile and untenable stand" in a letter dated November 19, 2025.

"TAIPL falsely denied the ownership and custodianship of ESD over the T-Wallet ecosystem and audaciously claimed exclusive proprietary rights over a government-owned platform," an ESD official alleged. "This constitutes an attempt to unlawfully appropriate public digital infrastructure."

ESD officials expressed serious concerns that the private company might migrate user data and wallet balance money from the T-Wallet platform to its privately owned TA One App, prompting them to seek police intervention to protect public assets and user security.

The situation represents a significant challenge to digital governance in Telangana, highlighting the complexities of public-private partnerships in critical digital infrastructure and raising urgent questions about data sovereignty and user protection in government digital initiatives.
