UP Police Launches India's First Cyber Fraud Mitigation Centre in Lucknow
In a groundbreaking move to combat digital crime, the Uttar Pradesh Police has officially operationalised the nation's first-of-its-kind Cyber Fraud Mitigation Centre (CFMC) in Lucknow. This 24x7 integrated facility represents a revolutionary shift in policing strategy, transitioning from reactive investigation to proactive, real-time financial intervention.
A Game-Changer in Cybercrime Response
Established under the leadership of DG Cyber HQ Binod Singh at the UP Cyber Headquarters, the CFMC has already demonstrated remarkable success. Within just seven months of its inception, the centre has successfully helped freeze a staggering Rs 12.5 crore belonging to 221 victims across Uttar Pradesh.
"What truly distinguishes this centre is its innovative round-the-clock coordination mechanism," explained DG Cyber Binod Singh. "We have representatives from leading banks and financial institutions physically stationed alongside our police personnel. This unique setup enables immediate action on reported cyber frauds, creating a seamless ecosystem that prioritises victim relief."
How the CFMC Operates
The centre functions as a rapid-response hub that dramatically reduces the critical time gap between fraud reporting and preventive action. When a complaint is received—primarily through the national cyber helpline 1930 or online portals—the CFMC team immediately alerts concerned banks, facilitating instant freezing of suspect accounts and halting the onward trail of siphoned money.
"In cyber fraud cases, time is literally money," emphasized an officer at the Cyber HQ. "The faster our response, the higher the chances of saving the victim's funds. This initiative has proven to be a game-changer in a landscape where cybercriminals exploit speed and anonymity."
Victim Success Stories
The centre's effectiveness is best illustrated through real-life cases:
- Naresh Kumar from GB Nagar: "I lost Rs 6 lakh and never thought even in dreams that I would be able to recover it, but UP Cyber HQ got the entire amount recovered."
- Govind Kumar from Chandauli: "I had saved Rs 9 lakh for my daughter's marriage, and in an internet-related fraud, it was all gone in seconds. However, as soon as I approached UP Cyber HQ and 1930, Rs 7.17 lakh was swiftly frozen."
These are just two examples among 219 other victims who have expressed gratitude for recovering their hard-earned money through this innovative system.
Expanding Cybercrime Infrastructure
In a parallel development to strengthen cybercrime response capabilities, DGP Rajeev Krishna inaugurated a new call centre for the 1930 National Cybercrime Helpline at the office of DCP South, Kalli Paschim, Lucknow, on July 30, 2025.
"To address the surge in cyber-related complaints, we have expanded our 1930 cyber helpline infrastructure," stated DG Cyber. "A new 30-seat hi-tech call centre has been operationalised in Kalli Paschim, complementing the existing 20-seat centre at UP 112 headquarters. This facility will operate round the clock with 94 trained police personnel, ranging from constables to inspectors."
Future Developments: Cyber Security Operations Centre
The state government has approved an allocation of Rs 95 crore to establish a state-of-the-art Cyber Security Operations Centre (SOC) in Lucknow, marking another significant step toward strengthening Uttar Pradesh's digital defence framework.
"The proposed SOC will function as a centralised command and control hub," explained DG Cyber Binod Singh. "It will enable round-the-clock monitoring and protection of critical information infrastructure across various sectors, creating a comprehensive cybersecurity ecosystem."
National Implications
Senior officials have noted that the success of the CFMC model is now being viewed as a potential template for replication at the national level. As cyber fraud cases continue to surge across India, Uttar Pradesh's pioneering approach offers a promising blueprint for other states to follow in creating effective, victim-centric cybercrime response systems.
The establishment of the CFMC represents not just a technological advancement but a fundamental reimagining of how law enforcement can protect citizens in an increasingly digital world, where financial crimes can occur in seconds but recovery requires equally swift, coordinated action.
