Census 2027: Gujarat Teachers Demand Smartphones or Allowance for App-Based Data Collection
Gujarat Teachers Seek Smartphones or Allowance for Census 2027 App

As preparations for the nationwide Census 2027 gain momentum, concerns over mobile phone and technical infrastructure have surfaced in Gujarat. The Akhil Bharatiya Rashtriya Shaikshik Mahasangh Gujarat has submitted a formal representation to the state government and the Census Directorate, requesting either proper mobile devices or financial assistance for teachers and supervisors engaged in census duties.

Technical Requirements Pose Challenge

According to the organization, the central government plans to conduct Census 2027 through a dedicated mobile application. However, the app is reportedly designed to operate optimally only on smartphones running Android 12 or higher versions with at least 4GB of RAM. The association highlighted that many teachers and employees in Gujarat continue to use smartphones with Android 10 or older versions, which may prevent them from downloading or using the application efficiently.

Four Major Demands

The Mahasangh has placed four key demands before the authorities:

  • Provision of compatible devices: The government should supply smartphones or tablets to employees who lack suitable devices for the census app.
  • App modification: If device provision is not feasible, the application should be modified to function on lower-version smartphones as well.
  • Alternative arrangements: Until suitable devices or updated software are available, temporary workarounds should be implemented.
  • Financial support: Teachers, enumerators, and supervisors should receive a minimum allowance of Rs 15,000 if they are forced to purchase new mobile phones at their own expense.

Background and Implications

The Census 2027 marks a significant shift towards digital data collection, aiming to improve accuracy and efficiency. However, the technological requirements have raised concerns about inclusivity, especially in regions where older devices are prevalent. The teachers' association emphasizes that without adequate infrastructure or support, the census process could face delays or inaccuracies. The state government and Census Directorate are yet to respond to the representation, but the issue is expected to be addressed in upcoming planning meetings.
