Hyderabad Civic Bodies to Continue Shared IT Services Under Joint Committee
Even after the trifurcation of the Greater Hyderabad Municipal Corporation (GHMC) into three separate civic bodies — GHMC, Cyberabad Municipal Corporation (CMC), and Malkajgiri Municipal Corporation (MMC) — all shared IT and digital governance services will continue under a common administrative framework without disruption.
To oversee these services, the state government has constituted a joint committee that will act as the central coordination and decision-making body for common IT infrastructure and digital platforms across the CURE region. The special chief secretary to the municipal administration and urban development, who is also serving as special officer, will chair the committee, while the commissioners of GHMC, CMC, and MMC will be its members.
According to the government order, all ongoing shared IT projects, software applications, digital platforms, cloud and hosting services, annual maintenance contracts (AMCs), and technology partnerships will continue under a unified governance model. However, the three corporations can independently launch new applications or software systems based on their local administrative needs.
The expenditure for common IT services will initially be shared equally among the three civic bodies in a 1:1:1 ratio. The committee can later revise the cost-sharing formula depending on usage and operational requirements.
A tripartite supplementary agreement will be signed among the three corporations for the management and financial administration of shared IT services. Designated officials from each corporation will execute the agreements after approval from the joint committee.
The panel will also oversee spending and implementation of technology-driven civic services, including facial recognition systems, human resource management systems (HRMS), GPS-based monitoring, communication platforms, and digital authentication systems.
The committee will meet every month to review project implementation, procurement, financial commitments, cybersecurity preparedness, and future digital governance initiatives common to the three corporations.
