BARC's New 3000-Acre Campus in Andhra Pradesh Gets Nod

In a significant move for India's strategic and scientific infrastructure, the Bhabha Atomic Research Centre (BARC) is planning to establish a major new research and development campus in Andhra Pradesh. The premier nuclear research facility has sought approval for a sprawling campus on approximately 3,000 acres of land in the Anakapalli district, near the port city of Visakhapatnam.

Strategic Location and Land Acquisition

According to sources from the Union Ministry of Environment, Forest and Climate Change, BARC has approached the Andhra Pradesh government for the diversion of 148 hectares of forest land. An Expert Appraisal Committee (EAC) under the ministry examined the proposal earlier this month and has recommended it for 'in-principle' approval for this initial land parcel.

The EAC, in its meeting minutes, clarified the rationale behind the site selection. "BARC is setting up a new campus on the east coast near Visakhapatnam for strategic reasons. The selection of the site was based on recommendations from the site selection committee and approved by the Atomic Energy Commission," the committee noted. The site's coastal proximity is understood to be a key strategic factor.

The project's foundation is already being laid, with over 1,200 hectares (about 3,000 acres) of revenue land already acquired. The 148.15 hectares of forest land now sought for diversion is adjacent to this acquired plot and lies strategically between the main project site and the sea.

Project Details and Environmental Considerations

Classified as a strategic initiative of the Union government, the detailed project report is protected from public disclosure. However, the EAC minutes outline some of the infrastructure work involved, which includes:

  • Construction of a perimeter compound wall and zonal security fencing.
  • Development of patrolling roads and watch towers.
  • Establishment of a pump house, drains, and service lines.
  • General area development works.

The proposal involves the felling of 1,722 trees out of the 21,244 trees present on the forest land parcel. The EAC has stipulated that trees located in areas close to the sea will be preserved. It added that this selective felling "will not affect the general ecosystem." Furthermore, the committee has recommended that no future land-use changes for non-site-specific activities be permitted on this diverted forest land, ensuring the area's long-term dedication to its strategic purpose.

A National Mission for Research and Development

The new BARC campus is envisioned as a cornerstone for advanced research with wide-ranging applications. The EAC highlighted its expected contribution, stating, "This centre will contribute to nation-building by conducting research in the nuclear field with applications in energy security, health, agriculture, water, and other strategic areas as mandated by the Centre."

This expansion underscores the government's commitment to strengthening India's indigenous research capabilities in critical and dual-use technologies. The establishment of a major BARC facility on the east coast will not only bolster the region's scientific landscape but also play a pivotal role in advancing the country's goals in clean energy, healthcare, and national security.
