The Maharashtra government has unveiled an ambitious technology initiative called MATRIX, positioning the state as India's next major innovation hub. The program, officially launched on Thursday, November 27, 2025, represents a comprehensive strategy to transform the state's technological landscape.

Comprehensive Support for Emerging Technologies

The Maharashtra Technology, Research Incubator and Xcelerator (MATRIX) programme is designed to establish approximately 200 incubation centers across the state within the coming years. These facilities will provide cutting-edge infrastructure, expert mentorship, and crucial financial support to startups working in frontier technology sectors.

The initiative specifically targets high-growth areas including artificial intelligence, Internet of Things, blockchain technology, robotics, quantum computing, virtual and extended reality, big data analytics, and cybersecurity. The government resolution emphasizes nurturing high-potential startups that can drive significant technological advancement and economic development.

Ambitious Economic Targets and Inclusive Growth

The MATRIX programme has set remarkable economic objectives, aiming to benefit around 10,000 startups over the next five years. The government projects this initiative will generate over Rs 1 lakh crore in revenue while creating approximately 1 lakh new employment opportunities.

In a significant move toward inclusive development, the program mandates that a minimum of 10% incubation space be reserved for women entrepreneurs and startups led by Scheduled Castes and Scheduled Tribes. This commitment ensures broader participation across different segments of society in Maharashtra's tech revolution.

Financial Benefits and Collaborative Framework

The program offers substantial financial advantages to participating startups. Under the supportive framework, general startups will pay only 25% of the highest IT park rental rates, while reserved-category startups led by SC/ST and women entrepreneurs will pay just 12.5%. The initiative operates on a "non-profit-no-loss" basis, minimizing financial burdens on emerging companies.

MATRIX emphasizes a collaborative approach involving government agencies, private sector developers, and premier research institutions including IIT and Software Technology Parks of India. Special focus areas identified for development include Industry 4.0, social impact technology, fintech, biotechnology, space technology, green energy, and agricultural technology.

The program will be managed through a performance-based system, with incubators required to submit biannual progress reports and participate in regular reviews. The Directorate of Industries and a dedicated MATRIX Steering Committee will oversee the entire implementation process, ensuring accountability and measurable outcomes.
