The Indian Army has initiated a court of inquiry (COI) to probe allegations of irregularities in procurement and distribution of medical supplies at an Armed Forces Medical Supplies Depot in Jalandhar. The decision comes after written complaints were submitted to senior authorities by an officer of the Army Medical Corps.
Allegations of Procurement Malpractices
The officer alleged that orders valued at several crores were placed with various dealers. However, in many instances, the supplies were either not received, the brands delivered differed from those ordered, or the prescribed procurement procedures were not adhered to. These allegations prompted the Army to take disciplinary action.
Composition and Terms of Reference
The COI has been convened under the aegis of Headquarters 11 Corps. According to the convening order issued by HQ 91 Sub Area, a Brigadier has been appointed as the presiding officer. Two Colonels and a pharmacist will serve as members of the inquiry panel.
The terms of reference include investigating and collecting evidence regarding alleged violations of procurement policies and accounting procedures. The inquiry will also examine price variations between rate contract rates and emergent procurement rates.
Investigation Scope
The COI is tasked with a thorough examination of the procurement process at the depot. It will scrutinize whether proper protocols were followed and if any financial irregularities occurred. The findings are expected to lead to recommendations for corrective measures or disciplinary action if necessary.
The Army remains committed to ensuring transparency and accountability in its supply chain operations. This inquiry underscores the institution's zero-tolerance approach towards any form of malpractice.
