Gurgaon's First Dog Shelter to Come Up in Kadarpur

Gurgaon is set to establish its first dedicated dog shelter in Kadarpur village, with the Municipal Corporation of Gurgaon (MCG) identifying three acres of land for the project. The facility is designed to accommodate up to 5,000 stray dogs and is expected to significantly enhance the city's stray dog management infrastructure. This initiative complements four new animal birth control (ABC) centres recently made operational by the civic body.

Compliance with Supreme Court Directives

Officials stated that the shelter will assist the MCG in adhering to recent Supreme Court orders, which mandate the removal and relocation of stray dogs from public institutions and spaces, including hospitals, schools, colleges, and playgrounds. Dr. Ashish Singla, MCG chief medical officer, confirmed, "We have identified three acres of land to establish the city's first dog shelter. We have already sought preliminary administrative approvals, and the engineering wing is preparing the design and will subsequently float a tender."

Progress on Sterilisation and Vaccination

Dr. Singla added that the civic body has achieved 100% sterilisation and vaccination in several parts of the city, including sectors 31, 44, 45, 46, 5, and Kanhai. MCG executive engineer Sandeep Sihag noted, "A consultant will soon be hired to design the project proposal and make an estimate. The shelter is likely to be set up within 18 months. However, we will get more clarity once the consultant makes the proposal."

According to municipal corporation officials, ABC centres have been established and made operational in Begampur Khatola, Baliawas, Sector 99, and Basai. The corporation claims that from January of this year until now, anti-rabies vaccination and sterilisation of nearly 2,500 dogs have been successfully completed. Gurgaon has not conducted a dog census and works with a rough estimate of 50,000 community dogs.

Public-Private Partnership for Animal Welfare

In October last year, the MCG signed a memorandum of understanding (MoU) with the CSR arm of a private firm to launch a comprehensive animal welfare programme in the city, with an initial investment of Rs 10 crore. Under the MoU, the foundation undertakes the sterilisation and vaccination of stray dogs and operates the existing ABC centres in Begampur Khatola and Basai. This MoU is valid for 15 years and can be extended for an additional 15 years.

However, a Times of India report from October 9, 2025, highlighted that two ABC centres in Baliawas and Basai, intended to be the city's main facilities for sterilisation and vaccination of stray dogs, lie abandoned. The new shelter aims to address such gaps and strengthen overall stray dog management in Gurgaon.
