In a significant move to regulate its booming delivery sector, Dubai has announced the introduction of distinctive new number plates for motorcycles and electric bikes used by corporate delivery services. The Roads and Transport Authority (RTA) mandate requires these vehicles to display plates at both the front and rear.

What Do the New Plates Look Like and When Do They Start?

The new identification plates will feature a gold background with black lettering, making them easily distinguishable from regular private vehicles. A key identifier on these plates will be the code '9', specifically designated for delivery vehicles. The rule is set to take effect from the end of December and will be implemented in a phased manner, primarily during the process of licence renewals.

It is important to note that this regulation does not apply to private motorcycles used for personal transportation. The plates will be issued under a unified numbering system during various transactions, including new licence registrations, renewals, or replacements for lost or damaged plates.

Scope of the Regulation and Official Statement

The new rule covers a wide spectrum of delivery services, reflecting the modern economy's needs. It applies to:

  • Parcel and document delivery services.
  • Order management operations.
  • Deliveries facilitated through digital platforms and apps.
  • Related rental services for delivery vehicles.

Ahmed Mahboob, CEO of the RTA’s Licensing Agency, explained the rationale behind this initiative. He stated that the move is aimed at enhancing road safety, improving the efficiency of delivery operations, and strengthening overall traffic discipline. This step directly responds to the rapid expansion of the delivery sector in the emirate.

Lane Restrictions and Broader Safety Strategy

This plate initiative is not an isolated measure. It follows close collaboration between the RTA and Dubai Police and comes alongside specific lane restrictions already imposed on delivery motorcycles to reduce accidents. These lane rules are clearly defined:

  • On roads with five lanes or more, delivery riders are banned from using the two fastest lanes.
  • On roads with three or four lanes, they are prohibited from using the leftmost lane.
  • There are no specific lane restrictions on roads with two lanes or fewer.

The introduction of special number plates is part of Dubai's comprehensive strategy to bring structure to the delivery ecosystem. The goal is to ensure safer roads for all users and to align the city's traffic management practices with international best practices. By making delivery bikes easily identifiable, authorities can better monitor compliance, enforce regulations, and ultimately create a more orderly traffic environment.
