The house-listing operations (HLO) under Phase-I of the first fully digital Census 2027 are set to commence in Meghalaya on May 16, following the conclusion of the state's self-enumeration campaign on May 15. This marks a significant step in the decennial census process, which this year adopts a fully digital approach for the first time.

Preparatory Meeting and Coordination

In preparation for the HLO, the General Administration (B) department organized a training conference of the State Level Census Coordinating Committee (SLCCC) on May 7. The meeting was attended by FR Kharkongor, Principal Secretary to the Government of Meghalaya, along with SLCCC members including deputy commissioners, principal and district census officers, and officials from various departments. The primary agenda was to discuss the roadmap, preparedness, and implementation strategies for the census activities.

Scope of House-Listing Operations

The HLO will be conducted from May 16 to June 14. During this period, enumerators will visit households to collect information on housing conditions, assets, and basic amenities using a structured questionnaire. This data is crucial for understanding the living standards and infrastructure needs of the population.

Kharkongor emphasized that the census is a key exercise for governance and inclusive development. It helps the government assess demographic trends, population distribution, socio-economic conditions, and developmental requirements across the state. Accurate census data enables policymakers to design targeted interventions and allocate resources effectively.

Officials' Remarks

Pooja Pandey, Commissioner & Secretary and State Nodal Officer for Census, stressed the need for coordination and active participation by both officials and the public to ensure the smooth conduct of census work. She urged everyone to cooperate with enumerators and provide accurate information.

Biswajit Pegu, Director of Census Operations, outlined the roadmap and functional structure for different phases of census activities in the state. He explained the timeline, roles of various stakeholders, and the technological tools that will be used to ensure efficiency and accuracy.

The Census 2027 is particularly significant as it is the first fully digital census in India. This shift aims to streamline data collection, reduce errors, and enable real-time monitoring. The data collected will inform policy decisions on housing, urban planning, healthcare, education, and other essential services.
