Lucknow: Citizens, families, trusts, and private institutions in Uttar Pradesh will now be able to establish museums in public places under the state tourism framework. A decision in this regard was taken on Thursday at a meeting convened by tourism and culture minister Jaiveer Singh.
Government Expands Cultural Tourism Outreach
“The government has expanded its cultural tourism outreach beyond conventional monuments and heritage sites,” said Singh, adding, “The initiative seeks to make heritage preservation participatory, while helping younger generations reconnect with their roots.”
Under an initiative linked to the state’s ‘Visit My State’ campaign, the tourism department is encouraging people to convert private collections, family archives, and cultural legacies into organised museum spaces accessible to visitors and tourists.
Community-Led Cultural Storytelling
Officials said the move is aimed at promoting community-led cultural storytelling and preserving local histories that often remain confined to homes, institutions, or personal collections. The proposed museums can showcase material linked to spirituality, literature, folk traditions, regional history, freedom movement legacies, and traditional art forms.
“Many families and institutions possess rare manuscripts, heirlooms, photographs, and objects linked to local history and traditions. Museums should become public spaces where people preserve and share their own heritage and identity with future generations,” they said.
Framework and Incentives
Under the framework prepared by the tourism department, museums can be developed on owned or leased land, and projects meeting prescribed standards will become eligible for government incentives and tourism promotion support. Officials said projects must include a minimum display area of 5,000 square feet along with adequate visitor infrastructure.
The government has announced multiple incentives for eligible projects, including a 100% waiver of stamp duty on the first transaction and exemption from land conversion and development charges. Investors can also opt for capital or interest subsidy support.
Projects with investments between Rs 10 lakh and Rs 10 crore will be eligible for a 25% capital subsidy up to Rs 2 crore, while larger projects will qualify for slab-based incentives extending up to Rs 40 crore.
Encouraging Heritage Preservation
Officials said the initiative was expected to encourage families possessing historical artefacts, handwritten documents, rare photographs, and traditional objects to gradually open such collections for public viewing through professionally managed museum spaces.
Additional chief secretary (tourism, culture and religious affairs) Amrit Abhijat said the initiative aligned with the government’s broader participatory tourism approach, where districts could develop tourism experiences around their own identity and cultural narratives.
Officials believe the model could eventually create tourism-linked opportunities around educational visits, guided heritage experiences, handicrafts, local storytelling, and community-driven cultural activities across the state.
