Bihar Issues Temporary Advisory for Alternative Fuel Use in Small Businesses
In response to energy supply disruptions stemming from the ongoing West Asia conflict, the Bihar State Pollution Control Board (BSPCB) has taken a significant step to support smaller commercial units. On Friday, the board issued a temporary advisory permitting the use of alternative fuels for a period of one month, specifically targeting sectors such as hospitality and restaurants.
Easing Pressure on Gas Supply Chains
The primary objective of this advisory is to alleviate the strain on piped natural gas (PNG) and liquefied petroleum gas (LPG) supply chains. By allowing smaller businesses to switch to other fuel sources, the BSPCB aims to ensure the continuity of their operations while prioritizing the availability of domestic LPG for household use. This move comes amid reported disruptions in energy supplies linked to the West Asia conflict, which has impacted global and regional markets.
Permitted Fuels and Government Directives
BSPCB Chairman D K Shukla announced that the use of biomass, refuse-derived fuel (RDF) pellets, coal, and kerosene has been authorized for this temporary period. To facilitate this transition, additional kerosene is being released to state governments, and state-run coal companies have been directed to ramp up supply to small and medium consumers. This coordinated effort is designed to provide immediate relief to businesses facing fuel shortages.
Guidance from the Union Ministry
Shukla further clarified that the Union Ministry of Environment, Forest and Climate Change (MoEFCC) has advised state pollution control boards to permit the use of these alternative fuels. However, he emphasized that local environmental guidelines regarding their usage should still be observed wherever possible. This ensures that while businesses adapt to the energy crisis, environmental standards are not compromised.

The advisory is set against the backdrop of heightened tensions in West Asia, including conflicts involving Israel, Iran, and other regional actors.
