Odisha Assembly Committee Calls for Stringent Industrial Pollution Control and Climate Action
In a significant move to address environmental degradation, an assembly committee in Odisha has strongly recommended that the state government launch a comprehensive special drive to inspect all industrial units. The panel emphasized the need for strict enforcement of pollution control norms while formulating an urgent action plan to tackle air and water pollution, with a clear focus on the implications of climate change.
Key Recommendations for Industrial Compliance and Penalties
The committee, which is chaired by BJP MLA Sudhir Ranjan Pattjoshi, presented its detailed report during the recent budget session. It has urged the forest and environment department to issue show-cause notices to industries to ensure full compliance with the regulations set by the Odisha State Pollution Control Board. A critical aspect highlighted is the mandatory creation of green belts around industrial areas to help mitigate climate-related impacts.
The panel has proposed framing clear and stringent guidelines for the management of fly ash, a major industrial byproduct, and imposing heavy penalties for any instances of illegal dumping. Furthermore, it has recommended that district administrations take immediate and stringent action against defaulting industrial units and individuals found responsible for such environmental violations.
Integrating Climate Change Mitigation and Corporate Responsibility
Stressing the imperative for climate action at the industry level, the committee has directed that all industries be required to develop and implement robust climate change mitigation plans. These plans should specifically focus on reducing greenhouse gas emissions and promoting sustainable practices across operations.
The panel also called for specific guidelines to mandate that corporate social responsibility (CSR) funds be utilized exclusively for projects approved by the district administration. It emphasized the involvement of local public representatives in this process to ensure transparency and maximize community benefits from these initiatives.
Addressing Employment, Labor Laws, and Illegal Mining
Highlighting employment concerns, the committee recommended making local employment a mandatory requirement for industries. This should be coupled with a focus on addressing unemployment in surrounding areas through targeted skill development programmes. Additionally, it stressed that industries must strictly comply with all labor laws and extend equal benefits to contract workers, ensuring fair treatment across the workforce.
Taking serious note of the issue of illegal mining, the panel recommended preparing a comprehensive action plan to strengthen monitoring mechanisms. This is aimed at effectively detecting unlawful mining activities and taking stringent action against offenders to curb environmental damage.
Wildlife Protection and Eco-Tourism Development
The committee observed that poaching and human-wildlife conflict persist in the state due to inadequate awareness and ineffective enforcement measures. To combat this, it recommended launching extensive awareness campaigns for local communities on wildlife protection, strengthening anti-poaching measures, implementing community-based monitoring systems, and ensuring strict punishment for offenders.
Furthermore, the panel noted that Odisha’s eco-tourism potential remains significantly underutilized. It called for increased budgetary allocation to develop world-class eco-tourism centers at key locations, with a strong emphasis on sustainability and active community participation. The committee also urged the preparation of a detailed roadmap to engage local communities in eco-tourism through training, resource provision, and revenue-sharing models. This approach aims to promote sustainable livelihoods and enhance forest conservation efforts across the state.
