A delegation from the World Bank visited Gurgaon on Friday to assess the city's sanitation infrastructure, construction and demolition (C&D) waste processing facilities, and pollution-control mechanisms. The visit was part of the Haryana Clean Air Project for Sustainable Development (HCAPSD).
Background of HCAPSD
In March 2026, the World Bank, along with the Haryana government and the central government, signed a $300 million agreement to implement HCAPSD. The project aims to improve air quality across Haryana by addressing various pollution sources and strengthening environmental management.
Delegation's Activities
The World Bank team, which included Thierry Martin and Aniket Ghanashyam among others, met with officials from the Municipal Corporation of Gurgaon (MCG). They inspected key locations such as the Basai C&D waste plant, where officials demonstrated the collection, processing, and recycling of construction and demolition waste generated across the city.
The team also reviewed sweeping operations, horticultural waste management, anti-smog gun deployments, and waste segregation in private residential areas. They observed mechanised road-sweeping machines and anti-smog guns deployed for dust control, which officials said are reducing dust pollution and improving sanitation.
Inspection of Model Road and Township
As part of the visit, the delegation inspected Sanath Road, developed as a “model road,” to assess sanitation, landscaping, and urban management measures. They also visited Suncity Township in Sector 54 to examine systems for segregation and disposal of horticultural and household waste. Officials informed the team that separate collection and scientific disposal mechanisms were in place for different waste streams within the township.
Discussions and Next Steps
Officials said the visit aimed to finalise the urban work plan, select intervention sites, and assess municipal efforts for air quality and environmental management. Discussions covered priority actions under the urban work plan, site identification for air quality projects, and field reviews of solid waste management, C&D waste processing, horticultural waste, mechanised sweeping, door-to-door collection, and anti-smog guns.
MCG Commissioner Pradeep Dahiya and senior civic officials briefed the delegation on projects related to sanitation, air pollution mitigation, and solid waste management. “The civic body has been attempting to integrate modern technology into waste collection, road cleaning and environmental monitoring systems,” said Dahiya during the meeting at the MCG office.
Broader Assessment
According to officials, the World Bank team studied Gurgaon’s sanitation and pollution-control systems as part of a broader assessment of urban environmental management practices being adopted under the HCAPSD. The project is expected to serve as a model for other cities in Haryana and beyond.
