Senior Bharatiya Janata Party (BJP) Punjab leader Dr Jagmohan Singh Raju, a former Indian Administrative Service (IAS) officer, has formally requested Punjab Governor Gulab Chand Kataria to establish a Truth, Accountability and Reconciliation Commission. The proposed commission would investigate events during Punjab's militancy period, which spanned from 1980 to 2000. Raju's demand follows the recent controversy surrounding the Punjabi film 'Satluj', which was removed from the OTT platform ZEE5 shortly after its release.

In a letter dated July 7, 2026, Raju argued that the release and abrupt removal of 'Satluj' has reignited public debate on whether the truth about Punjab's most traumatic period can be revealed in an unbiased manner. He emphasised that society still holds diverse and conflicting perceptions of the violence and terrorism that plagued Punjab between 1980 and 2000. Raju called for an independent and impartial commission to uncover the truth about this entire period.

Call for Truth and Reconciliation

“Punjab cannot move on until the truth behind the incidents that happened during the insurgency period from 1980 to 1995 are acknowledged and multiple narratives are countered through facts,” Raju stated in his letter. He clarified that a Truth Commission is not intended for retribution but for political accountability and to verify what is known as 'reported truth'. He further wrote, “Punjab cannot build a peaceful and harmonious future upon disputed memories. It is time a sincere effort is made to establish the truth through a fair, independent and credible process, fix political accountability, and facilitate Reconciliation.”

Raju also urged the implementation of institutional, legal and administrative reforms aimed at strengthening the protection of human rights, constitutional governance, and the rule of law.
