Bessent explained that a key reason for the expected surge is the retroactive nature of the law's provisions to January 2025. Because the legislation passed after the year began, most wage earners did not adjust their tax withholding from their regular paychecks. Consequently, they over-withheld taxes throughout the year, setting the stage for larger refunds when they file their returns in the spring of 2026.

"Americans... I can see that we're going to have a gigantic refund year in the first quarter because no one changed their withholding," Bessent stated. He projected that the average household could see refunds ranging between $1,000 and $2,000, depending on the number of workers.

IRS CEO Reinforces Promise of Major Relief

The message of substantial tax relief has been strongly echoed by Frank Bisignano, the first-ever CEO of the IRS. Appearing on Fox Business, Bisignano reinforced signals from the administration, predicting Americans could witness the "biggest tax refund ever" in the new year.

He provided specific figures, stating that over 94% of middle-class Americans are set to receive a boost from the tax changes. Bisignano also referenced President Trump's recent year-end address, where the latter forecasted "the largest tax refund season of all time" next spring.

"You'll see all our Social Security recipients getting up to a $6,000 benefit as [Trump] committed to the benefits of Social Security not being taxed," Bisignano added, outlining additional relief for retirees. He attributed the upcoming financial windfall directly to the president's leadership and the Treasury's work on the OBBBA.
