According to the petition filed on April 16, Yadav made multiple attempts to resolve the issue directly with the agency management through personal visits and telephonic complaints, but received no satisfactory response or action.

When the gas agency failed to address his concerns, Yadav approached officials from the food and civil supplies department, hoping for administrative intervention. Unfortunately, this effort also proved unsuccessful, leaving him with no alternative but to seek legal recourse through the consumer commission.

Taking a prima facie view of the complaint, Commission Chairman Gangaram noted that the circumstances indicate "deficiency in service" and potentially constitute unfair trade practices. The commission has formally summoned both the District Supply Officer (DSO) and the manager of the gas agency involved to appear before it on April 28.
