New Delhi: In a significant move to enhance transparency, Chief Minister Rekha Gupta has introduced a pioneering lottery-based posting system for GST officers and inspectors in the national capital. This initiative breaks away from conventional transfer practices that have often been criticized for their lack of transparency.

How the Lottery System Works

Through a self-drawn lot process, 87 GST officers from the trade and taxes department have been allotted wards. The entire exercise was conducted in the department's conference hall, with all newly posted officials and senior officers present, including the commissioner, special commissioner, joint commissioner, and assistant commissioner. The process was carried out openly to eliminate any scope for doubt or bias.

In the specially designed lottery system, each candidate personally drew slips from two separate boxes. One box contained the names of officers and staff, while the other held the vacant ward numbers. The allocation was finalized only after slips were drawn from both boxes. The entire proceedings were videographed from start to finish to preserve an official record at every stage, enabling future verification. The procedure was conducted under the supervision of senior officials.

Government's Commitment to Transparency

Chief Minister Gupta stated that the government would implement similar transparent and technology-driven systems in other departments in the future as part of its “zero tolerance for corruption” policy. She emphasized that this move makes postings system-driven rather than recommendation-based, ensuring fairness in administrative processes.

“The entire exercise was conducted openly to eliminate any scope for doubt or bias,” said the CM. “The move marks a benchmark in ensuring fairness in administrative processes.”

Gupta explained that the objective is to encourage honest officers and reinforce public trust in governance. “Such transparent systems not only strengthen administrative functioning but also foster confidence and satisfaction among employees, ultimately improving departmental efficiency and delivering better services to taxpayers,” she said. “The broader objective is to position Delhi as a model of transparent and modern administration in the country,” she added.

This lottery-based posting system is expected to set a precedent for other departments in Delhi. By removing human intervention and reliance on recommendations, the government aims to curb corrupt practices and promote merit-based assignments.
