The Delhi government has ordered the first-ever Comptroller and Auditor General (CAG) audit of the city's power distribution companies (discoms), a move aimed at addressing allegations of overcharging and financial mismanagement. The audit will cover the three major discoms—Tata Power Delhi Distribution Limited (TPDDL), BSES Yamuna Power Limited, and BSES Rajdhani Power Limited—for the period from 2015-16 to 2024-25.

Why the audit now?

According to a government statement, the decision was necessitated by persistent complaints from consumers and regulatory bodies about inflated electricity bills and lack of transparency in the discoms' operations. Delhi's Power Minister, Atishi, said on Thursday, "The CAG audit will uncover the truth behind the overcharging by these companies. Consumers have been suffering due to arbitrary billing practices, and this audit will ensure accountability." The government has also directed the Delhi Electricity Regulatory Commission (DERC) to provide all necessary data to the CAG.

Scope of the audit

The audit will examine the discoms' financial statements, tariff filings, and compliance with regulatory norms. It will also investigate the alleged diversion of funds meant for infrastructure development. A senior official from the power department stated, "The CAG will scrutinize the books of accounts for the last nine years, focusing on cost overruns, power purchase costs, and revenue collection efficiency." This marks the first time the CAG will audit Delhi's power discoms since their privatization in 2002.

Impact on consumers

If the audit finds evidence of overcharging, the discoms may be forced to refund excess amounts to consumers. Consumer rights groups have welcomed the move. A representative from the United Residents Joint Action (URJA) said, "This is a long-overdue step. Residents have been paying inflated bills for years, and we hope the audit will bring relief." However, some industry experts caution that the audit could lead to tariff hikes if it uncovers under-recovery of costs.

Political reactions

The BJP criticized the AAP government, calling the audit a "political stunt" to divert attention from other issues. Delhi BJP president Virendra Sachdeva said, "The AAP government has failed to provide affordable electricity. This audit is just a cover-up for its own inefficiencies." The discoms have not yet commented on the audit order.

Background

Delhi's power sector has been a contentious issue, with the AAP government often accusing the discoms of overcharging. In 2022, the DERC had directed the discoms to refund ₹2,000 crore to consumers, but the companies challenged the order in court. The CAG audit is expected to provide a definitive assessment of the financial health of the discoms and the veracity of their claims.
