RAIPUR: In a significant development, Chhattisgarh police have registered a First Information Report (FIR) against Anil Agrawal, the chairman and founder of Vedanta Resources Ltd, along with Sakti plant head Devendra Patel and several other officials. This legal action follows the devastating explosion at Vedanta's power plant in Sakti district on April 14, which has now claimed 20 lives, with preliminary investigations revealing severe lapses in plant operations.
Legal Charges and Ongoing Investigation
The case was officially lodged at the Dabhra police station under multiple sections of the Bharatiya Nyaya Sanhita (BNS), including:
- Section 106: Causing death by negligence
- Section 289: Negligent conduct with respect to machinery
- Section 3(5): Common intention
Sakti Superintendent of Police Prafull Thakur confirmed in a statement issued on Thursday evening that eight to ten individuals, including Chairman Agrawal, management officials, and others deemed responsible, have been named in the FIR. Authorities have indicated that more names and additional legal sections may be incorporated as the investigation progresses.
Details of the Tragic Incident
The catastrophic explosion occurred at Singhitarai village when a high-pressure steam tube connected to the boiler-turbine system violently burst, resulting in dozens of workers sustaining severe burns. Of the 36 affected employees, 20 have tragically succumbed to their injuries, while 16 remain hospitalized and are undergoing treatment at various medical facilities.
A preliminary inspection conducted by the industrial safety department has highlighted what officials describe as grave negligence on the part of the plant management. According to initial findings:
- The boiler load was abruptly increased from 350 MW to approximately 590 MW within a short timeframe, an attempt to nearly double production capacity.
- Investigators suspect this rapid escalation destabilized the entire system.
- Contributing factors included faults in the primary air fan, pressure build-up from unburnt fuel, failure of the piping system, and an ineffective backup response mechanism.
Technical Analysis and Forensic Corroboration
The findings from the boiler chief inspector indicate that excessive accumulation of fuel inside the furnace led to a sharp and uncontrolled build-up of pressure, ultimately triggering the blast. The force of the explosion was so intense that it displaced a lower pipeline from its position, significantly aggravating the impact.
A forensic report from the Forensic Science Laboratory (FSL) unit in Sakti has corroborated these conclusions, identifying excessive fuel build-up and the resultant pressure as the primary causes of the disaster. Officials noted that furnace pressure surged suddenly within one to two seconds around 2:33 PM on the day of the blast, leaving virtually no time for shutdown procedures or corrective interventions.
Formation of Special Investigation Team
In response to the tragedy, Sakti SP Praful Thakur has constituted a Special Investigation Team (SIT) to oversee the probe. The team is led by Additional SP Pankaj Patel and includes SDOP Sumit Gupta, forensic officer Srishti Singh, and Dabhra SHO Rajesh Patel as members. Police have emphasized that further technical examinations are currently underway, and strict legal action will be pursued based on the findings of the investigation.
Additionally, Collector Amrit Vikas Topno has ordered a magisterial inquiry and has requested a comprehensive report within 30 days.
