Jharkhand Emerges as Top Performer in India's Labour Market with Third-Lowest Unemployment Rate

The latest Periodic Labour Force Survey (PLFS) has revealed that Jharkhand now boasts the third-lowest unemployment rate in the country across all age groups. This positive development positions the state as one of the top performers in India's labour market for the October to December 2025 quarter.

Significant Decline in Overall Unemployment Figures

According to the comprehensive survey data, Jharkhand's unemployment rate has dropped substantially to 3.2% during the October-December 2025 quarter. This represents a notable improvement from the 4.3% recorded in the previous July-September quarter. The state now trails only behind Gujarat at 2.3% and Karnataka at 2.7%, both of which are traditionally industrialized states with established economic infrastructures.

Sharp Urban-Rural Divide in Employment Opportunities

However, a closer examination of the data reveals significant disparities between rural and urban employment scenarios. While rural unemployment stands at an impressively low 2.3%, urban areas face a much higher rate of 8.1%. This substantial gap highlights the contrasting employment landscapes within the state.

Economist Harishwar Dayal, who has participated in multiple economic surveys conducted by the Jharkhand government, suggests that migration patterns could be the primary driver behind this widening urban-rural unemployment gap. "Typically, individuals relocate from rural areas to cities in search of employment opportunities. However, the transitional period between moving to an urban center and securing stable employment contributes to the unemployment statistics," Dayal explained.

Gender Disparities in Urban Employment Trends

The survey data reveals contrasting trends for different demographic groups. While the overall male unemployment rate declined from 3.9% to 2.9% between quarters, urban males experienced a particularly sharp improvement from 9.3% to 6.8%. This suggests improved job prospects for men in urban centers.

Conversely, urban women faced a tightening job market during the same period. The unemployment rate for urban females increased from 12.5% to 15%, indicating growing challenges for women seeking employment in cities. Regarding this concerning trend, Dayal noted, "In Jharkhand's context, women's employment often follows seasonal patterns and shows considerable variation. It's possible that many women either did not work or could not secure appropriate employment during the specific study period."

Government Initiatives and Sectoral Shifts

Aditya Malhotra, President of the Federation of Jharkhand Chamber of Commerce and Industries (FJCCI), acknowledged that the government's focused attention on rural development, particularly in the post-pandemic era, has contributed significantly to the low unemployment rates in rural areas.

The survey data indicates a notable shift in employment patterns across sectors. The share of employment in agriculture increased substantially to 50.4% in the latest quarter, up from 44.3% in the previous quarter. Meanwhile, employment shares declined in both the secondary and mining sectors (to 26.5% from 29.2%) and the tertiary sector (to 23% from 26.5%).

Concerns About Distress Employment

Avinash Kumar, an assistant professor at the Centre for Informal Sector & Labour Studies at Jawaharlal Nehru University, New Delhi, expressed concerns that this migration back to the primary sector might indicate "distress employment" in rural areas rather than the creation of high-value jobs. This suggests that while unemployment figures have improved, the quality and sustainability of employment opportunities remain important considerations for policymakers.

Despite the urban-rural disparities and sectoral shifts, Jharkhand's overall improvement in employment statistics represents significant progress. The state's performance in reducing unemployment to among the lowest levels nationally demonstrates positive momentum in its labour market development, though challenges remain in creating equitable opportunities across regions and demographic groups.
