BEST Plans Underground Parking at 27 Depots for Revenue

Mumbai: In response to the Brihanmumbai Municipal Corporation's (BMC) recent query on reforms, the Brihanmumbai Electric Supply and Transport (BEST) undertaking has outlined a comprehensive set of measures aimed at boosting non-fare revenue and strengthening its financial position. A key proposal is to explore underground or basement parking at 27 bus depots, leveraging available land to generate steady income without impacting core transport operations.

Underground Parking and Depot Redevelopment

BEST general manager Sonia Sethi stated, “We are exploring all possibilities for non-fare revenue wherever the project is feasible.” The undertaking has also indicated plans to redevelop depots, a move expected to unlock additional commercial potential through improved land use and allied facilities. An official explained that during depot redevelopment, basement parking lots could be created to earn revenue. This initiative aims to utilize underutilized land assets to generate a consistent income stream.

Advertising as a Major Revenue Driver

Advertising is projected to remain a significant revenue driver for BEST. The undertaking has estimated an additional Rs 12 crore from advertisements on streetlight poles and Rs 44 crore from bus shelter advertisements in the fiscal year 2026-27. These figures are part of BEST's reply to the BMC's query on steps being taken to increase revenue through advertisements. The transport undertaking is also looking to expand its electric mobility ecosystem by setting up more charging stations, with an estimated earning of Rs 7 crore in 2026-27.

Power Supply Expansion and Consumer Retention

On the power supply side, BEST reported that it has added 3,843 new commercial high-end consumers, signaling a push to grow its premium customer base. It also plans measures to prevent migration of consumers to other utilities, indicating a focus on retention alongside acquisition. These initiatives reflect BEST's broader strategy to diversify revenue streams beyond ticket collections, improve asset monetization, and reinforce its position in both public transport and electricity distribution.

The set of 15 queries made by the BMC and their replies were presented to the BEST committee members at the panel meeting on Tuesday. The proposals underscore BEST's commitment to financial sustainability through innovative revenue generation and operational efficiency.
