Chhattisgarh Unveils Major Incentives to Transform Textile and Garment Manufacturing Sector
In a bold move to diversify its economy beyond mineral resources, the Chhattisgarh government has announced unprecedented incentives of up to 200% of Fixed Capital Investment (FCI) for textile and garment manufacturing projects. This initiative, part of the state's Industrial Development Policy 2024-30, represents a significant push to attract industrial investments and create employment opportunities.
Comprehensive Incentive Framework for Investors
The policy offers substantial financial benefits, where a garment manufacturing unit valued at Rs 100 crore could potentially receive incentives amounting to Rs 200 crore. The actual incentive amount depends on multiple factors including project scale, employment generation, and fulfillment of specific eligibility criteria established by the state government.
"Our primary focus has been to minimize friction for investors by combining ready infrastructure with a comprehensive incentive framework," stated Rajat Kumar, Secretary of the Department of Commerce & Industries, Government of Chhattisgarh. "The textile parks in Nava Raipur are specifically designed to facilitate rapid scale-up and efficient operations from the very beginning."
State-of-the-Art Infrastructure in Nava Raipur
Chhattisgarh is expanding its textile and garment manufacturing capabilities with plug-and-play infrastructure in Nava Raipur, recognized as India's first greenfield smart city of the 21st century. These industrial parks offer plots ranging from 0.3 to 10 acres, equipped with reliable power and water supply systems, common effluent treatment facilities, and integrated waste management solutions.
The parks are engineered for 24x7 operations, including night shifts for women workers, with worker housing integrated within the industrial ecosystem. This holistic approach ensures operational efficiency while addressing workforce needs.
Strategic Connectivity and Market Access
Strategically positioned along the Mumbai-Howrah railway corridor and approximately 500 kilometers from Visakhapatnam Port, these textile parks provide excellent connectivity to both domestic and international export markets. Raipur Airport further enhances accessibility, connecting the state to major Indian cities within 90 to 120 minutes of flight time.
Employment and Training Support Initiatives
The industrial policy includes substantial employment-linked support mechanisms:
- Monthly support of Rs 6,000 for women workers and Rs 5,000 for male workers for a duration of five years
- Training subsidies of up to Rs 15,000 per employee
- Capital subsidy support for qualifying enterprises
- 100% electricity duty exemption for twelve years
- Freight assistance programs

Chhattisgarh possesses significant advantages in textile manufacturing, producing over 200 metric tonnes of Tussar silk annually. The state's Champa silk holds a prestigious Geographical Indication (GI) tag, recognizing its unique regional characteristics. Additionally, the state has enacted the Right to Skill Act to develop industry-ready manpower, further strengthening its position as an attractive manufacturing destination.
Expected Economic Impact
Companies including Swift Merchandise and Punit Creation have already expressed interest in establishing manufacturing facilities in Chhattisgarh. Their proposed investments are expected to generate more than 10,000 direct and indirect employment opportunities, contributing significantly to the state's economic diversification and growth objectives.
