The Haryana government on Monday approved 10 major industrial policies aimed at attracting investments worth Rs 5 lakh crore and creating nearly 10 lakh jobs over the next five years. The decisions were taken during a cabinet meeting chaired by Chief Minister Nayab Singh Saini, which lasted for more than four hours and covered 26 agenda items.
Key Policy Areas
The new policies focus on artificial intelligence, semiconductors, electronics manufacturing, pharmaceuticals, data centres, agro-processing, gaming, and green industries. The BJP government is also expected to project these initiatives as part of the "Haryana model of governance" ahead of the upcoming Punjab assembly elections in early 2027.
Addressing the media after the meeting, Saini said the policies were drafted in line with the BJP's "sankalp patra" commitments and budget announcements for 2026-27.
Incentives for Industries
Large industries will receive net SGST reimbursement ranging between 30% and 70% for seven years, while mega and ultra mega projects will get benefits for up to 12 years. Capital subsidies ranging from 5% to 30% have also been proposed.
Electronics Manufacturing Push
In a push for high-technology manufacturing, the cabinet approved the Haryana Electronics System Design and Manufacturing Policy 2026. The state is developing a 500-acre electronics manufacturing cluster at IMT Sohna and aims to attract investments in semiconductors, electronic components, and electronics production. Industries under this policy will be eligible for capital assistance of 20% to 30%, capped at Rs 200 crore per unit, along with operational assistance of up to Rs 20 crore annually.
IT and AI Policy
The cabinet also cleared the Haryana IT/ITeS, AI and Emerging Technologies Policy 2026, under which the government plans to establish a Global Artificial Intelligence Centre in Gurugram and a Haryana advanced computing facility in Panchkula. The policy aims to promote artificial intelligence, blockchain, cybersecurity, cloud services, and Internet of Things technologies. Officials said more than 50,000 professionals are expected to receive advanced technology training under the initiative, while three centres of excellence will also be established.
Pharmaceutical and Medical Devices Policy
The Haryana Pharmaceutical and Medical Devices Manufacturing Policy 2026 targets investments of Rs 10,000 crore and employment generation for around 20,000 people. The policy includes provisions allowing women employees to work night shifts.
Data Centre Policy
The Haryana Data Centre Policy 2026 aims to boost digital infrastructure and cloud computing capacity. Investors will be offered floor area ratio relaxations up to 500% and dual-grid electricity supply.
Agri Business and Agro Processing Policy
The Haryana Agri Business and Agro Processing Policy 2026 aims to attract more than Rs 5,000 crore investment and generate nearly 30,000 jobs through food processing units, cold chains, food parks, and packaging infrastructure.
Global Capability Centres Policy
The Haryana Global Capability Centres Policy 2026 aims to attract over 100 new global capability centres to the state.
