The Indian government has announced a significant relaxation in localization requirements for electric vehicle (EV) manufacturers, specifically targeting makers of electric buses and trucks who have been grappling with persistent component supply challenges. This strategic move is designed to provide immediate relief while supporting the long-term development of a robust domestic EV ecosystem.

Details of the Policy Relaxation Under PM E-DRIVE Scheme

According to official notifications issued by the Ministry of Heavy Industries on March 13, manufacturers will now be permitted to continue importing traction motors that utilize rare-earth magnets for electric trucks and buses until August 31. This extension applies specifically to vehicles falling under the N2 and N3 categories for electric trucks and the M2 and M3 categories for electric buses. The decision comes as part of the government's ambitious Rs 10,900 crore PM E-DRIVE Scheme, which aims to accelerate domestic EV production while simultaneously strengthening the supply chain for critical components.

Timeline Extension and Phased Manufacturing Programme

This marks the second instance where the government has extended the timeline for localization of traction motors. Previously, in September of last year, the Centre had already pushed the deadline to March 2026. With this latest notification, the requirement for complete localization of traction motor manufacturing will now officially take effect from September 1, 2026.

The relaxation is integrated within the Phased Manufacturing Programme (PMP) linked to the PM Electric Drive Revolution in Innovative Vehicle Enhancement scheme. Under this framework, companies are mandated to perform essential stages of traction motor production within India. These critical processes include:

  • Magnet fitment and integration
  • Rotor assembly installation
  • Stator assembly integration
  • Shaft and bearing fitment procedures
  • Enclosure installation
  • Connectors and cable integration

Addressing Global Supply Chain Challenges

The primary objective of these localization requirements is to progressively increase domestic value addition within the EV supply chain. However, sourcing rare-earth magnets has emerged as a substantial global challenge. These magnets represent a crucial component in traction motors used across electric vehicles, and they are extensively utilized in multiple sectors including electronics, aerospace, and renewable energy.

India, similar to numerous other nations, currently depends heavily on imports for these materials, with China maintaining a dominant position in the global supply market. To mitigate this dependency and enhance self-reliance, the government is actively working to bolster domestic manufacturing capabilities for rare-earth components.

As part of this comprehensive strategy, the Centre has introduced the Scheme to Promote Manufacturing of Sintered Rare Earth Permanent Magnet, backed by a substantial financial outlay of Rs 7,280 crore. This initiative specifically aims to support local production of these critical materials and secure resilient supply chains for India's rapidly expanding EV and technology industries.

The latest decision to temporarily relax localization norms is expected to provide manufacturers with additional breathing room to stabilize their production processes while the country methodically builds the necessary capacity to manufacture key EV components domestically. This balanced approach seeks to address immediate operational hurdles without compromising the long-term vision of establishing India as a global hub for electric vehicle manufacturing.
