On the third day of an enforcement drive in DLF Phase-3, Gurugram, the District Town Planner (Enforcement) sealed 225 paying-guest rooms in five buildings that had been raised to stilt-plus-five with an unauthorised extra floor. The action, led by DTPE Amit Madholia on Saturday, also included demolition of illegal constructions using bulldozers and clearance of encroachments.
Drive Details and Scale of Violations
The team sealed 225 rooms and demolished unauthorised structures at multiple sites. A separate right-of-way clearance drive shut down 29 illegal commercial establishments, including beauty parlours, workshops, departmental stores, property dealer offices, paan shops, and eateries. Encroachments such as ramps, boundary walls, staircases, and shops were also removed. Over three days, the drive has covered about 30 buildings.
RWA Federation Questions Departmental Oversight
The Gurugram RWA Federation reacted sharply, stating the sealing drive confirmed long-held suspicions by residents. While the Punjab and Haryana High Court is still deliberating the stilt-plus-four policy, builders in DLF Phase-3 have already moved to stilt-plus-five. The Federation asked, “These buildings did not turn illegal overnight — somebody signed off on a sanctioned plan, and an entire extra floor was added in full public view for years. Why did it take a High Court order, and not a routine department inspection, to notice it?”
DTPE Vows Continued Action
DTPE Amit Madholia said the department received public cooperation during the drive and assured that action against illegal construction on residential plots, stilt-parking encroachment, and unauthorised commercial activity would continue strictly in line with court orders.
