The Union Territory of Ladakh has approved a series of major tourism reforms aimed at easing the business environment and reducing the compliance burden for stakeholders in the tourism sector. The decision was taken during a high-level meeting chaired by the Lieutenant Governor of Ladakh, Brigadier (Dr.) B.D. Mishra (Retd.), on Wednesday.
Key Reforms Approved
The reforms include the simplification of registration and licensing processes for hotels, guesthouses, and homestays. The new policy will introduce a single-window clearance system to expedite approvals and reduce paperwork. Additionally, the validity of licenses will be extended from one year to three years, significantly cutting down the frequency of renewals.
Streamlining Operations
To further ease operations, the government has decided to digitize all tourism-related services. This includes online application submission, fee payment, and tracking of application status. The move is expected to enhance transparency and efficiency.
The reforms also address the issue of multiple inspections by different departments. Under the new framework, a single integrated inspection will be conducted by a team of officials from various departments, reducing harassment and duplication.
Boosting Local Entrepreneurship
Special provisions have been made to promote local entrepreneurship. The registration fee for homestays owned by locals has been reduced by 50%, and priority will be given to local applicants in the allocation of permits for adventure tourism activities.
Focus on Sustainable Tourism
The reforms emphasize sustainable tourism practices. New guidelines mandate waste management plans for all tourism establishments, and incentives will be provided for those adopting eco-friendly measures. The government also plans to develop new tourist circuits in remote areas to distribute tourist footfall evenly.
