The Maharashtra government has approved the establishment of new Regional Transport Offices (RTOs) and sub-RTOs across the state, including the Mumbai Metropolitan Region (MMR), in response to the significant increase in the number of vehicles. This decision aims to make transport-related services faster, more accessible, and citizen-friendly.
Current Transport Infrastructure
At present, Maharashtra has a total of 24 RTOs and 36 sub-RTOs. The vehicular population in Mumbai has exceeded 54 lakh, while the state's total vehicle count is over four crore, with two-wheelers forming the majority.
Reasons for Expansion
The initiative addresses the steady rise in vehicle registrations, growing population, and increasing administrative burden on existing transport infrastructure. An expert committee appointed by the transport department has submitted its report with key recommendations, and the process for in-principle approval is underway.
Benefits for Citizens
The proposed expansion will particularly benefit residents in remote and rapidly urbanizing areas, who currently travel long distances for services like vehicle registration, driving licenses, vehicle inspections, and tax payments.
Criteria for New Offices
The state government has set clear criteria for establishing new transport offices. Each proposed office must serve at least four talukas, cover more than five lakh registered vehicles, and cater to a population exceeding seven lakh. Additionally, the area must generate annual revenue of over Rs 100 crore. Priority will be given to regions located more than 50 km from an existing RTO.
In areas where a full-fledged office is not viable, the government plans to set up Automated Testing Stations for vehicles and Automated Driving Test Tracks to improve access to essential services.

Transport Minister Pratap Sarnaik stated that the government's primary focus is to deliver quality and timely services. "Strengthening transport infrastructure is essential in view of the rapid increase in vehicle numbers. The new offices will significantly reduce citizens' time, cost, and inconvenience," he said.

The move is expected to generate local employment opportunities and enhance transparency and efficiency through technology-driven service centers. Overall, the decision marks a major step toward modernizing Maharashtra's transport system and making it more responsive to citizens' needs.
