Maharashtra Aims to Become Global Chemicals Hub with New Policy and Infrastructure
In a significant move to boost industrial growth, Maharashtra Chief Minister Devendra Fadnavis has proposed a dedicated policy framework for the chemical industry alongside the development of plug-and-play manufacturing hubs. The announcement was made during the India Chemical Industry Outlook Conference in Mumbai, where Fadnavis outlined a comprehensive roadmap to position Maharashtra as a leading global center for chemical production and innovation.
Strategic Vision for Chemical Sector Expansion
Speaking at a CEO roundtable organized by the Indian Chemical Council (ICC), Fadnavis engaged with over 100 top executives from both Indian and multinational chemical and petrochemical companies. He emphasized that the chemical sector already contributes approximately 10% to Maharashtra's industrial Gross Domestic Product (GDP), highlighting its critical role in the state's economy.
The chief minister assured industry leaders of the government's full support through targeted policy interventions and enhanced infrastructure development. He proposed a collaborative effort between the state government and the ICC to formulate a new policy that will define the future trajectory of the sector. This policy is expected to include provisions for establishing specialized chemical parks, upgrading existing infrastructure, and creating a clear investment roadmap to attract both domestic and international capital.
Innovative Manufacturing Hubs and Skill Development Initiatives
Fadnavis also suggested developing plug-and-play chemical manufacturing hubs, modeled after successful facilities such as those in Dahej, Gujarat. These hubs are designed to provide ready-to-use infrastructure, reducing setup time and costs for companies, thereby accelerating industrial growth and competitiveness.
Furthermore, he stressed the importance of stronger collaboration between industry and academia to address skill gaps and foster innovation. Proposed partnerships include working with prestigious institutions like the Institute of Chemical Technology and Industrial Training Institutes (ITIs) to develop tailored training programs and research initiatives that align with industry needs.

The roundtable, moderated by ICC vice-president Samir Somaiah and additional vice-president Jayant Dhobley, focused on key themes such as strengthening India's global competitiveness in the chemicals sector, building resilient supply chains, and accelerating the transition to sustainable manufacturing practices.
A presentation by McKinsey & Company underscored the strategic importance of the chemicals industry to India's overall economic growth, noting its potential to drive job creation and technological advancement.
Industry leaders at the meeting expressed that India's chemical sector is at a critical inflection point, with significant opportunities to expand its role in global value chains amid shifting geopolitical and supply-chain dynamics. Participants highlighted several essential factors for unlocking growth potential:
