Rajasthan Industries Department Decentralizes Approval Process to Accelerate MSME and ODOP Benefits

The Rajasthan Industries Department has implemented a significant administrative reform by decentralizing the approval process under the One District One Product (ODOP) scheme and for Micro, Small, and Medium Enterprise (MSME) units. This strategic move aims to enable faster clearances and achieve wider outreach across the state.

Direct Approval Authority Transferred to DICC General Managers

Under the new streamlined system, general managers of District Industries and Commerce Centres (DICCs) will now directly scrutinize and approve applications for both the ODOP scheme and MSME policy. This marks a departure from the previous procedure where approvals were routed through district-level task force committees, which often caused delays due to periodic meeting schedules.

Suresh Kumar Ola, Commissioner of Industries for Rajasthan, emphasized the efficiency gains from this reform. "With these committees now dissolved and the power transferred to DICC general managers, applications will no longer await periodic meetings," Ola stated. "This change will significantly reduce processing time and accelerate benefit disbursal to eligible enterprises."

Digital Transformation Drives Increased Application Volume

The administrative reform follows an announcement made during the general discussion on the state Budget 2026–27 and comes alongside the digitization of application processes for three key policies: ODOP, MSME, and Export Promotion. According to Commissioner Ola, this digital transition has already led to a sharp rise in demand from entrepreneurs and businesses.

"Since February 1, we have received 245 applications across the three policies," Ola revealed. "This includes 72 applications under ODOP, 77 under MSME Policy, and 96 under Rajasthan Export Promotion Policy-2024. This translates to an average of 9 applications per day, compared to fewer than 2 per day under the earlier offline system."

Comprehensive Financial Support Available for MSMEs

The MSME policy offers substantial financial incentives to qualifying enterprises, including:

  • Margin grants of up to ₹20 lakh
  • Technology and software subsidies up to ₹5 lakh
  • Reimbursement up to ₹3 lakh for quality certification and intellectual property rights
  • ₹2 lakh support for marketing events and promotional activities
  • E-commerce fee reimbursement up to ₹1 lakh annually for two years
  • One-time assistance of ₹75,000 for cataloguing and website development

This comprehensive support package, combined with the streamlined approval process, is expected to significantly boost MSME growth and development throughout Rajasthan. The decentralization initiative represents a proactive approach to reducing bureaucratic hurdles and fostering a more business-friendly environment in the state.
