PM Modi to Dedicate Rajasthan's 'Gem of the Desert' Refinery to the Nation

On April 21, a new chapter in industrial development will unfold in Rajasthan as Prime Minister Narendra Modi inaugurates the Rajasthan Refinery, hailed as a "distinct and exceptional" project emerging as a gem of the desert. This greenfield integrated refinery, constructed at a cost exceeding ₹79,000 crore, will be dedicated to the nation in the presence of Rajasthan Chief Minister Bhajan Lal Sharma.

A Symbol of Viksit Bharat and Atmanirbhar Bharat

More than just an industrial endeavor, the Rajasthan Refinery stands as a powerful symbol of Prime Minister Modi's vision for a developed and self-reliant India. In the coming years, Rajasthan is expected to play a pivotal role in oil exports, leveraging this state-of-the-art facility. Among India's 23 refineries, it is considered one of the most advanced, drawing comparisons to the renowned Jamnagar Reliance refinery.

Its direct connectivity to Mundra Port will facilitate the handling of substantial crude oil volumes, similar to operations in Jamnagar. A significant portion of oil imported from Russia will be refined here and supplied to markets including Europe, positioning India as a global refining powerhouse.

Engineering Marvel and Global Significance

The refinery's construction showcases unprecedented scale and engineering prowess. Key highlights include:

  • Usage of 1.6 million cubic meters of concrete, five times more than the Burj Khalifa.
  • A 125-meter coke dome, three times larger than the Gol Gumbaz.
  • Employment of 3 lakh metric tonnes of steel, 40 times more than the Eiffel Tower.
  • Excavation of 15 million cubic meters of earth, six times more than the Great Pyramid of Giza.
  • Laying of over 28,000 kilometers of cabling, exceeding twice the Earth's diameter.

Built on desert land, it has earned the nickname "Gem of the Desert" due to its innovative structure and technological features. A network of over 800 kilometers of cross-country pipelines ensures uninterrupted supply of crude oil and water, supporting current and future industrial needs.

Capacity and Economic Impact

With an annual crude refining capacity of 9 million metric tonnes, the refinery will source 1.5 million tonnes from Cairn Vedanta's Mangala Terminal via a 74 km pipeline, and 7.5 million tonnes will be imported through a 487 km pipeline from Mundra Port, including crude from Russia and Gulf countries. Post-refining, products will be transported via pipelines to the Palanpur oil terminal.

The project is projected to generate approximately ₹5,000 crore in annual revenue for the Rajasthan government, significantly boosting the local economy. It will also create thousands of opportunities for MSMEs and local industries, enhancing employment, trade, and economic activities across western Rajasthan.

Promoting Self-Reliance and Regional Development

Approximately 85% of construction materials were manufactured in India, underscoring the project's alignment with the Atmanirbhar Bharat initiative. The refinery will play a crucial role in making India self-sufficient in LPG, diesel, and petrol, thereby strengthening national energy security.

Infrastructure development, including roads, electricity, and water supply, will establish the region as a major industrial hub. In a recent move, 18 tripartite MoUs were signed between the HPCL refinery, the Department of Industries and Commerce, and various industries to ensure downstream product supply in the Rajasthan Petro Zone at Balotra.
