Ranchi Eateries Voice Concerns Over CCPA Ban on Additional Charges
Ranchi restaurant and eatery owners have expressed strong opposition to a recent advisory from the Central Consumer Protection Authority (CCPA) that prohibits imposing arbitrary additional charges on customer bills. The directive, issued on Wednesday, mandates that the prices displayed on menus must be final, exclusive only of applicable taxes.
Operational Challenges and Rising Costs
Owners across the city argue that the move will lead to significant financial losses, particularly amid escalating operational expenses. The recent surge in LPG prices and supply disruptions have severely impacted their profit margins, forcing many to reconsider their business viability.
Mahesh Kumar Singh, a restaurant owner in Morabadi, highlighted the dilemma: "We are already struggling with rising costs of raw materials, fuel, and other expenses. If we are not allowed to add a separate charge, how will we cope? Increasing food prices without explanation could reduce customer footfall further."
Singh suggested that a transparent "fuel surcharge" might help customers understand the situation better. He warned, "If I cannot add this charge, I may have to shut my shop and start another business."
Impact on Small Eateries and Roadside Stalls
The advisory has particularly affected smaller establishments and roadside stalls. Many have faced closures due to LPG shortages, leading to increased prices upon reopening.
Shivam Kumar, a roadside eatery owner, shared his experience: "I had to shut my eatery for the last 10 days due to cylinder unavailability. After reopening on Thursday, I slightly increased prices to manage losses. Each puri and dhuska, previously priced at Rs 8, now costs Rs 10."
Another restaurant owner, speaking anonymously, detailed additional challenges: "Due to inadequate LPG cylinder availability, I am using electric stoves, which spike electricity expenses. Without passing some costs to consumers, running the business becomes unsustainable."

The CCPA's move aims to protect consumers from hidden charges, but restaurant owners argue it fails to address the economic realities they face. Key concerns include:
