Inspired by successful models in Karnataka and Andhra Pradesh, the Uttar Pradesh government has launched an ambitious initiative to position itself as a preferred destination for multinational corporations seeking to establish information technology infrastructure. The newly introduced UP Global Capability Centre policy aims to attract investments for setting up IT parks, co-working spaces, process outsourcing centers, and special economic zones that provide technology services to international companies.

Substantial Financial Incentives for Investors

The cornerstone of this policy is a comprehensive land cost reimbursement program. The state government will reimburse up to 50% of land acquisition costs for qualifying projects, significantly reducing the initial capital required to make ventures operational. This front-end subsidy directly addresses one of the biggest barriers to entry for technology companies expanding their Indian footprint.

Regional Variation in Subsidy Structure

The subsidy percentage varies strategically across different regions of Uttar Pradesh to promote balanced development:

  • Purvanchal and Bundelkhand regions: 50% land cost coverage to stimulate employment in less developed areas
  • Western UP districts: 40% land cost coverage
  • Noida and Ghaziabad districts: 30% land cost coverage

This tiered approach demonstrates the government's commitment to spreading economic benefits across the entire state while acknowledging the varying development levels of different regions.

Comprehensive Stamp Duty Refund Mechanism

Beyond land subsidies, the policy includes a complete refund of stamp duty charges paid during property transactions. This benefit applies whether companies purchase land outright or opt for lease arrangements. The refund process will be initiated by district magistrates after verifying that the operational unit has become functional, ensuring that incentives are tied to actual project implementation.

Transforming UP into a GCC Hub

While Bengaluru, Hyderabad, Pune, Mumbai, Chennai, and the National Capital Region have traditionally dominated the Global Capability Centre landscape, Uttar Pradesh aims to establish itself as a competitive alternative. The state government specifically targets GCCs offering pharmaceutical services, information technology solutions, and financial services – three high-growth sectors with substantial employment potential.

Policy Implementation and Expert Consultation

The housing and urban planning department has directed development authorities to incorporate policy provisions into their operational frameworks. Simultaneously, senior government officials have engaged with experts from NASSCOM (National Association of Software and Service Companies) and STPI (Software Technology Parks of India) to refine the implementation roadmap and enhance the state's offerings for global technology players.

This strategic approach combines financial incentives with expert guidance, positioning Uttar Pradesh as a serious contender in India's competitive technology investment landscape.
