West Asia Conflict Triggers Construction Crisis in Jharkhand
Supply chain disruptions stemming from the ongoing conflict in West Asia are creating significant challenges for construction activities across Jharkhand, with key materials experiencing sharp price increases and severe shortages. Industry representatives report that road construction has slowed by approximately 50% as contractors struggle with escalating costs and inconsistent supply.
Bitumen Prices Skyrocket Amid Supply Constraints
Bitumen, a petroleum by-product essential for road construction, has seen particularly dramatic price increases. Over the past three months, the cost has surged from Rs 40,000 per tonne to Rs 54,000 per tonne, representing a substantial financial burden for contractors who have already secured work orders. The availability of bitumen has become severely constrained, creating bottlenecks in numerous infrastructure projects.
"The sharp increase in bitumen price is making it difficult for contractors who have already taken work orders," said Aditya Malhotra, president of the Federation of Jharkhand Chamber of Commerce and Industries, during a Thursday briefing.
Logistics Costs Compound the Problem
The situation has been further exacerbated by rising logistics expenses. Commercial diesel prices have increased by approximately Rs 22 per litre, significantly elevating transportation costs for raw materials. This additional financial pressure affects the entire construction supply chain, from material procurement to project completion.
"Rise in diesel price has significantly increased logistics costs, affecting the entire supply chain," Malhotra emphasized. "With bitumen shortage, road construction has slowed down."
External Supply Dependencies Worsen Shortages
Jharkhand's reliance on external supply hubs has intensified the crisis. Contractors report limited availability at the Bokaro depot and disruptions in supplies from Haldia, making timely material procurement increasingly challenging.
"Over the past three months, bitumen price has increased by around Rs 15,000 per tonne," explained Ravi Raj Agarwal, chairman of the Builders Association of India, Jharkhand chapter. "At the same time, supply from both Bokaro and Haldia has been inconsistent, affecting ongoing road projects across the state."
Industry Calls for Government Intervention
Construction industry representatives are urging government action to address the crisis. They have proposed establishing a long-term buffer mechanism, suggesting that the state develop a reserve system for bitumen similar to the national 90-day crude oil storage model.
"The government should consider creating a state-level reserve system for bitumen, similar to the 90-day crude oil storage model, to ensure supply stability," Malhotra recommended.
Industry bodies have also demanded the establishment of bulk bitumen depots within Jharkhand and government intervention to stabilize prices and ensure uninterrupted supply.
Financial Pressure Mounts for Contractors
The cumulative effect of these challenges is creating severe financial pressure across the construction sector. Input costs have risen substantially for all materials, including steel, cement, and polymers, but smaller contractors working on thin margins are particularly vulnerable.
"Contractors are facing severe financial pressure as input costs have risen across the board," said Rohit Agarwal, general secretary of the Federation of Jharkhand Chamber of Commerce and Industries. "Smaller contractors working on thin margins are the worst affected, and many projects are slowing down."
The West Asia conflict continues to create ripple effects across global supply chains, with Jharkhand's construction sector experiencing particularly acute consequences. As projects slow and costs escalate, industry leaders emphasize the urgent need for strategic interventions to prevent further delays in critical infrastructure development across the state.
