Bhubaneswar's Ambitious Town Centre Project Undergoes Strategic Redesign

In a significant development for urban planning in Odisha, the state's housing and urban development department is actively revising the detailed project report (DPR) for the Bhubaneswar Town Centre District (BTCD) project. This update was formally announced by Minister Krushna Chandra Mahapatra during a recent assembly session, highlighting the project's evolving scope and strategic importance.

Key Drivers Behind the Redesign

The need for redesigning the BTCD project stems from two primary factors: the ongoing expansion work of the East Coast Railway (ECoR) in the station area and the changing urban development requirements around the Master Canteen locality. Minister Mahapatra emphasized that these elements necessitate a structured redesign to ensure seamless integration and future-proofing of the infrastructure.

Originally planned over 8.12 acres, the project area has been expanded to nearly 12 acres, reflecting its growing significance. The focus is now on synchronizing core public infrastructure components—such as the bus stand, parking facilities, commercial establishments, and mixed-use real estate developed under a Public-Private Partnership (PPP) model—with the major redevelopment activities around Bhubaneswar railway station.

Strategic Location and Smart City Vision

The BTCD area is strategically positioned west of the railway tracks at Master Canteen Square, directly connected to Janpath, which serves as Bhubaneswar's main commercial corridor. Conceived under the national Smart City Mission, it is designed as the city's first Transit Oriented Development (TOD) zone. This initiative forms the centerpiece of the city's Area-Based Development (ABD) plan, aimed at transforming the railway station area into a fully integrated multimodal hub that promotes pedestrian- and transit-driven growth.

Despite its ambitious goals, the project faced administrative hurdles and was stalled in 2016-17. However, recent efforts indicate a renewed commitment to its realization.

Stakeholder Consultations and Future Prospects

Officials have confirmed that the ongoing DPR preparation involves extensive consultations with all stakeholders, ensuring that diverse perspectives are incorporated. The project consultant is diligently working to integrate new design requirements, with the final DPR expected to be submitted after alignment with ECoR's redevelopment plans and the city's revised mobility and infrastructure needs.

Once completed, the BTCD is projected to anchor private-sector investment, streamline traffic around the station area, and showcase Bhubaneswar's first smart building and TOD-led urban district. This model of urban transformation is envisioned to be replicated in other emerging growth nodes across the state, setting a benchmark for sustainable and integrated development.
