The notice mandates proceedings under Section 10 of the Haryana Development and Regulation of Urban Areas Act, 1975, citing violations of license conditions. An action-taken report must be submitted within 10 days.

Planning officials have indicated that failure to respond satisfactorily could lead to severe consequences, including license cancellation, recovery of government dues, and additional enforcement measures. Details of License Lapse and Non-Compliance

Official records reveal that License No. 177 of 2008, issued on October 11, 2008, for a group housing colony spanning approximately 10.68 acres in the Gurgaon-Manesar Urban Complex, was valid only until October 10, 2018. The developer failed to apply for renewal within the stipulated timeframe and has not met multiple statutory requirements under the Haryana Development and Regulation of Urban Areas Rules, 1976.

The notice highlights that despite prior directives, the company did not submit essential documents, such as:

  • Updated service plan estimates
  • Details of development works completed at the site
  • Certification regarding non-collection of stamp duty and registration charges

Additionally, bank guarantees associated with development obligations expired in 2019 and were not renewed, compounding the compliance issues.

Officials reported that the department first issued a notice under Rule 18(1) in August 2021 to address deficiencies. With no compliance observed, a second notice under Rule 18(2) followed in December 2025, warning of potential license cancellation and further action. As of December 2025, EDC dues alone surpassed Rs 51 crore, alongside earlier outstanding liabilities.

These lapses have been classified as "grave violations" of statutory provisions and agreements with the department. While the DTCP refers to the development as a licensed group housing colony in Sector 68, industry and insolvency filings commonly identify the larger residential project on the site as Sky Ville.
