Ghaziabad Development Authority Announces 4% Average Increase in Key Charges

In a move directed by the state government, the Ghaziabad Development Authority (GDA) has implemented a comprehensive revision of charges across multiple categories for the current financial year. Effective from April 1, the authority has raised development fees, building permit charges, and mandatory inspection fees by an average of 4%.

Official Justification and Industry Concerns

GDA officials have stated that this revision follows the established cost index and represents part of their annual administrative exercise. However, developers in the region have expressed significant concern, warning that the cumulative burden of such statutory levies inevitably gets transferred to homebuyers.

Satyendra Duggal, a prominent developer, emphasized that development authorities impose multiple fees, charges, and cess, which collectively account for over 30% of total project costs. "Ultimately, that burden is loaded on the buyer," Duggal stated, adding that the timing is particularly difficult given global economic volatility that is already fueling inflation and negatively impacting market sentiment.

The fee adjustments affect various aspects of real estate development in Ghaziabad:

Development Fee Revisions

  • For land parcels up to 1 hectare: Increased from Rs 10,000 to Rs 10,358
  • For plots above 1 hectare and up to 2.5 hectares: Raised from Rs 20,000 to Rs 20,716
  • For parcels above 2.5 hectares and up to 5 hectares: Now Rs 31,074, up from Rs 30,000
  • For larger plots: Additional charge increased from Rs 15,000 to Rs 15,537 for every 5 hectares

Building Permit Charge Increases

  • For commercial buildings, shopping complexes, malls, office use, and mixed-use projects: Now Rs 31.1 per square meter, compared with Rs 30 previously
  • For group housing: Increased from Rs 15 to Rs 15.5 per square meter
  • For residential plots: Rate moved from Rs 5 to Rs 5.2 per square meter

Inspection Fee Adjustments

Inspection charges, which ensure construction matches approved layouts and building plans, have also been raised:

  • Fee on total layout area: Increased from Rs 10 to Rs 10.4 per square meter
  • Inspection charges on total floor area of single or multi-storey buildings: Raised from Rs 20 to Rs 20.8 per square meter
