The Greater Ludhiana Area Development Authority (Glada) has significantly ramped up its regulatory activities within the local real estate market over the past six months. From July 2025 through January 31, the authority has focused on rigorous enforcement of the Punjab Apartment and Property Regulation Act (PAPR Act) of 1995. This strategic push aims to combat the proliferation of unauthorized housing projects and promote orderly, systematic urban development across the region.
Licensing and Registration Drive to Ensure Compliance
Glada's licensing branch reported a highly productive half-year period dedicated to enhancing transparency for prospective homebuyers and enforcing greater accountability among real estate developers. In a decisive move to uphold legal and infrastructural standards, the authority issued 33 new licenses to residential colonies. These licenses mandate that developments comply with all regulatory requirements, ensuring basic amenities and proper planning are in place.
Furthermore, to verify the credibility and capability of developers undertaking large-scale projects, Glada granted 15 promoter registrations. This step is crucial for maintaining quality and reliability in the construction sector. Additionally, the authority formalized the role of property intermediaries by issuing two estate agent certificates, bringing more structure and legitimacy to property transactions in Ludhiana.
Financial Recovery and Crackdown on Illegal Developments
In a significant achievement for state revenue, Glada successfully recovered approximately ₹25 crore in outstanding government dues from defaulting colonizers. This substantial financial recovery is part of a broader, extensive enforcement drive targeting illegal and unauthorized real estate projects. Officials have initiated preemptive measures to halt the rapid, unregulated growth—often described as "mushrooming"—of illegal colonies before they become entrenched, thereby protecting both the urban landscape and future residents.
Official Advisory to Protect Homebuyers
Authority officials have issued a stern and clear warning to the public, urging residents to exercise extreme caution and conduct thorough due diligence before investing in any property. A Glada official emphasized, "We are requesting residents not to invest their hard-earned money in any illegal colony." The advisory highlights that unauthorized settlements typically lack essential infrastructure such as proper roads, water supply, sewage systems, and legal security, posing significant risks to buyers.
