Gurgaon Deputy Commissioner Issues Stern Warning to Builders Over Structural Safety Delays
In a decisive move to address critical safety concerns, Gurgaon Deputy Commissioner Ajay Kumar on Tuesday directed builders to accelerate structural safety measures and issued a firm warning of strict administrative action for any non-compliance. The directive came during a comprehensive review meeting held at the mini secretariat, where Kumar expressed serious concern over delays in post-audit repair works across group housing societies.
Assessment of Structural Audit Progress
The Deputy Commissioner personally assessed the progress of the first phase of structural audits conducted in 15 group housing societies. Kumar noted with alarm that while several societies had completed the required structural audits, the necessary repair and rectification works recommended in the audit reports had either not been initiated or were progressing at an unacceptably slow pace.
"This issue is directly linked to residents' safety. Any negligence or delay will not be tolerated," Kumar stated emphatically during the meeting. He characterized the ongoing delays as "unacceptable" and instructed all builders to prioritize safety-related works, completing them within strictly defined timelines.
15-Day Ultimatum and Compliance Measures
Kumar issued a stern ultimatum to builders, warning that those failing to begin repair works within 15 days would face strict administrative action. He specifically directed the Department of Town and Planning to initiate proceedings against erring developers to ensure full compliance with safety requirements.
The review meeting was attended by builder representatives, Resident Welfare Association (RWA) members, and Town Planner (Enforcement) Amit Madholia, reflecting the multi-stakeholder approach to addressing this critical safety issue.
Detailed Reporting and Monitoring Requirements
Builders have been directed to submit detailed status reports of their respective projects, which must clearly outline:
- Completed repair works
- Pending repair works
- Defined timelines for execution of pending works
Officials received instructions to ensure that in societies where structural audits have been completed, empanelled audit agencies issue final reports at the earliest possible opportunity. For cases where visual inspections and non-destructive testing (NDT) reports have already been submitted but work has not commenced, builders were ordered to immediately mobilize resources and begin repairs without further delay.
Quality Assurance and Independent Repair Options
Kumar emphasized the necessity for regular and periodic monitoring by empanelled structural auditors to maintain quality standards and ensure timely completion of all safety works. He stressed that "structural audits are not a mere formality but a crucial mechanism to assess and ensure the safety of buildings."
During the meeting, some RWA representatives sought permission to undertake repair works independently due to persistent delays by builders. The Deputy Commissioner granted this permission, subject to strict adherence to prescribed norms and technical standards, with the additional requirement that quality checks be carried out by authorized agencies.

Reassuring residents of Gurgaon's group housing societies, Kumar affirmed the district administration's unwavering commitment to ensuring safety in residential complexes.
