Gurgaon DTCP Verifies Building Plan Violations in DLF

Acting on specific directives from the Punjab and Haryana High Court, the Department of Town and Country Planning (DTCP) in Gurgaon has initiated a rigorous verification campaign. This drive aims to scrutinise alleged violations of sanctioned building plans and occupation certificates within the licensed plotted colonies of DLF phases 1 through 5.

Court-Ordered Scrutiny and Public Notices

The action stems from a High Court order dated November 26. To oversee its execution, a meeting was convened on January 5, led by the District Town Planner (Enforcement). Prior to this, in December, the Senior Town Planner had constituted multiple inspection teams via an official order.

As a key part of this court-mandated process, the DTCP has uploaded a detailed list of residential plots in DLF phases 1 to 5 where violations were reportedly identified. This list is available on the department's official website. Furthermore, the DTCP issued public notices on December 3 and December 15, 2025, informing residents and property owners about the verification exercise and inviting their representations.

Deadline for Representations and On-Site Verification

Property owners and residents whose plots feature on the list have been given a deadline until January 16 to submit their representations to the department. A senior official explained that each submission will be individually assessed and cross-verified through physical inspections at the site level by the designated teams.

"The High Court has directed verification of representations at the site level. Each case will be examined vis-à-vis the submissions made by plot owners and the actual status on the ground," the official stated. He added that speaking orders will be issued only after this verification is complete.

Given the limited time and sensitivity of the matter, inspection teams have been instructed to conclude their site visits swiftly and submit their reports by January 18.

Transparency and Wider Implications

Senior officials have emphasised the need for accuracy and transparency throughout this process. The findings will form the basis of a consolidated status report to be submitted before the High Court. The department is expected to file this report on January 31.

Residents' Welfare Associations (RWAs) in the DLF phases are monitoring the developments closely. While some homeowners contend that any deviations are minor or linked to older approvals, others are advocating for uniform enforcement of planning norms.

This case is being watched with great interest, as its outcome could potentially influence enforcement actions in other licensed colonies across Gurgaon. Alleged departures from approved building plans have been a persistent and contentious issue in the city's urban landscape for years.
