Gurgaon Residents Demand Reopening of Sealed Malibu Towne Country Club

Residents of Malibu Towne in Gurgaon have made a fervent appeal to the Department of Town and Country Planning (DTCP) to de-seal the Malibu Towne Country Club, which has remained shut for nearly two years. The closure followed compliance-related objections raised by planning authorities, leaving the community without essential recreational and social facilities.

Impact on Community Life

The 204-acre township in Sector 50, developed in the mid-1990s, heavily relied on the country club for amenities such as a swimming pool, garden areas, and spaces for community events and social gatherings. Families have expressed deep frustration over the loss of these facilities since the seal order was issued, highlighting how it has disrupted their daily lives and community cohesion.

Compliance Issues and Rectifications

According to Vijay Shiv Nath, Chairman of the Malibu RWA Federation, the club was sealed after authorities identified deficiencies on the premises and cancelled the builder's township licence. The developer, Malibu Estate Pvt Ltd, was directed to rectify the shortcomings and renew the licence before applying for an Occupation Certificate (OC).

"The builder has completed the rectifications and successfully renewed the township licence from DTCP Chandigarh on January 9, 2026. The OC application has now been submitted to the District Town Planner (DTP)," Nath stated.

Efforts to Expedite Approval

Recently, representatives from the Residents' Welfare Association (RWA) and local councillor Kuldeep Yadav submitted a formal presentation to the DTP, urging expedited approval to facilitate the club's reopening. "Officials have assured their cooperation and indicated that the OC may be granted soon," Nath added, expressing cautious optimism among residents.

Reopening the club would restore vital recreational and community spaces that have been inaccessible for nearly two years, significantly improving the quality of life for over 10,000 residents in the township.

Historical Compliance Challenges

The township's compliance issues trace back to 2020, when the DTCP cancelled its completion certificate for failing to develop community sites within the deadline of November 2020. Out of the 16 approved community sites, only 11 were constructed as per established norms.

Malibu Towne has also faced allegations of various violations, including:

  • Unauthorised construction in green belt areas
  • Development without mandatory environmental clearance
  • Deviations from approved architectural plans

In 2020, a case was registered against the developers and directors of the project following a complaint by the DTP over multiple regulatory violations. Gurgaon police took action after finding the developer's response to official notices unsatisfactory, underscoring the seriousness of the compliance lapses.

The ongoing situation highlights the critical balance between urban development regulations and community needs, with residents now hopeful for a swift resolution that restores their cherished social hub.
