Hyderabad Embarks on Massive Rs 3,145 Crore Road Network Overhaul

In a significant move to enhance urban infrastructure, the city of Hyderabad is set to undergo a comprehensive upgrade of its road network under Phase II of the Comprehensive Road Maintenance Programme (CRMP). With an estimated financial outlay of Rs 3,145 crore, this ambitious project aims to revitalize approximately 1,045 kilometers of roads spanning across all three municipal corporations: Greater Hyderabad, Cyberabad, and Malkajgiri.

Detailed Breakdown of Project Funding and Scope

The state government has recently granted administrative sanction for this extensive initiative. The funding allocation is meticulously planned, with Rs 2,230 crore designated for Bituminous (BT) and Cement Concrete (CC) roads covering a length of 744.22 kilometers under Phase I, utilizing conventional construction methods. Additionally, Rs 208 crore has been earmarked for 64.49 kilometers of CC roads that were not included in the initial phase. A notable aspect of this project is the allocation of Rs 707 crore for 236 kilometers of BT roads, which will employ advanced Full-Depth Reclamation (FDR) technology to ensure durability and sustainability.

Financial Strategy and Implementation Timeline

GHMC Commissioner RV Karnan emphasized that the entire project cost of Rs 3,145 crore will be financed through GHMC's general funds over a decade-long period from 2026-27 to 2035-36. This approach eliminates the need for additional financial support from the state government, showcasing GHMC's commitment to self-reliant urban development. According to a Government Order issued by the Municipal Administration and Urban Development (MAUD) department, the proposals under CRMP Phase II have been strategically designed for a 10-year duration, incorporating insights from earlier works executed by the Hyderabad Road Development Corporation Limited (HRDCL).

Technological Innovations and Road Condition Assessments

The selective adoption of FDR technology is a key highlight, based on thorough assessments of pavement conditions to optimize resource utilization. The project also encompasses 398.32 kilometers of approach roads, of which 97.5 kilometers have already been recarpeted using GHMC funds and are currently under execution. The remaining 300.79 kilometers consist of 236.30 kilometers of BT roads and 64.49 kilometers of CC roads, ensuring a holistic upgrade across various road types.

Preparatory Steps and Comprehensive Maintenance Plans

Officials have outlined that detailed project reports (DPRs) will be prepared prior to the tendering process to ensure transparency and efficiency. Recarpeting efforts will be undertaken only where necessary, while roads in good condition will receive routine maintenance to preserve their quality. The scope of work extends beyond mere resurfacing, including essential enhancements such as lane marking, mechanical sweeping, development of footpaths and medians, installation of signage, and repairs to catch pits and manholes. This multifaceted approach aims to significantly improve road safety, aesthetics, and overall functionality for Hyderabad's residents.
