Jaipur Development Authority Transfers Tourist Facility to Tourism Department Amid Sustainability Concerns

In a significant move, the Jaipur Development Authority (JDA) has handed over the Tourist Facility Centre located in Choura Rasta within the Walled City to the state tourism department. This decision comes as the civic body has struggled to maintain the venture's sustainability, marking another instance of JDA properties being transferred due to operational challenges.

Background of the Transfer

Officials from the tourism department revealed that the transfer was prompted following a recent visit by Deputy Chief Minister Diya Kumari, who also serves as the tourism minister. The state government intervened to ensure the facility could be managed more effectively. "This was done to ensure that the expertise of the tourism department can run this facility smoothly," stated an official from the tourism department.

The Tourist Facility Centre was inaugurated on December 20, 2015, by former Chief Minister Vasundhara Raje after an investment of Rs 85 crore. Despite this substantial funding, the centre has remained closed for the past five years after private operators abandoned it, deeming it non-profitable. The building was designed by Jaipur-based conservation architect Kavita Jain.

Confirmation and Future Plans

Upendra Singh Shekhawat, Deputy Director (Tourism Project), confirmed the developments, noting that the government has completed the formalities for the handover. "We will soon start tenders to run the different facilities inside this centre. This centre will facilitate both foreign and domestic tourists visiting Jaipur," Shekhawat stated.

This transfer follows a similar pattern, as the JDA previously handed over the Gandhi Darshan Museum inside Central Park to the tourism department. The tourism department also operates a Tourist Information Centre from the RTDC headquarters at Khasa Kothi Circle.

Challenges with Other JDA Properties

The JDA faces ongoing difficulties with several other commercial properties:

  • The AC Market in Raja Park, Nehru Palace on Tonk Road, and Vidhyadhar Nagar remain vacant due to a lack of basic facilities.
  • The JDA is struggling to sell or rent shops inside the underpass of Jawahar Circle.
  • It took nearly seven years for the JDA to secure an agency to operate a restaurant converted from a century-old pump house inside the Pani Pench Bird Park, which may close soon due to poor business.

New Ventures and Community Center Plans

Despite these challenges, the JDA continues to venture into developing more commercial properties beyond its core expertise. The authority now aims to convert all its community centres into multi-purpose community hubs. Initially, five community centres have been identified for this initiative:

  1. Two community centres in Malviya Nagar
  2. One each in Vaishali Nagar, Vidyadhar Nagar, and Triveni Nagar

This expansion raises questions about the JDA's ability to manage such projects effectively, given its track record with existing properties.

Implications for Jaipur's Development

The transfer of the Tourist Facility Centre highlights broader issues within the JDA's management of public assets. As the tourism department takes over, there is hope for improved utilization and maintenance, potentially boosting Jaipur's tourism infrastructure. However, the vacant and underperforming properties underscore the need for better planning and execution in future developments.

This situation serves as a reminder of the importance of aligning projects with departmental expertise to ensure long-term sustainability and public benefit.
