Paramount Developers Deposits Rs 106 Crore to Clear Dues for Noida Housing Projects
In a significant development for homebuyers in the National Capital Region, Paramount Developers has successfully deposited over Rs 106 crore with the Noida and Greater Noida authorities. This substantial payment clears outstanding dues in two major housing projects, paving the way for the long-awaited registry of 135 flats that had been stuck due to financial disputes.
Breakdown of Payments and Project Details
The developer has made separate payments to the two authorities under a settlement mechanism established by the Uttar Pradesh government specifically for stressed housing projects. According to company representatives, approximately Rs 26 crore was paid to the Greater Noida Authority, while about Rs 80 crore was deposited with the Noida Authority.
Of the 135 flats now eligible for registry, 35 units are located in Paramount Emotions in Greater Noida West, and 100 flats are situated in Paramount Floraville in Sector 137 of Noida. Both projects have been operational since their launch in 2010 and have seen substantial completion over the years.
Paramount Emotions: Project Completion and Registry Status
The Paramount Emotions project spans across 11 acres and features 19 towers containing a total of 1,716 residential units. The development received its completion certificate on February 12, 2018, marking a major milestone for the complex. According to data provided by the developer, an impressive 1,681 registries have already been executed for this project.
The remaining 35 flats had been pending primarily due to financial disagreements with the Greater Noida Industrial Development Authority (GNIDA) over outstanding dues. Despite an ongoing legal dispute where the company had secured a stay order from the High Court restraining coercive action by the Authority, Paramount Developers chose to deposit the amount under protest to facilitate the registries for homebuyers. With this payment, the project now has no remaining financial liabilities.
Paramount Floraville: Occupancy Certificates and Settlement Framework
The Floraville project covers 12 acres and comprises 16 towers with 1,521 flats in total. The development received occupancy certificates for 14 towers on March 10, 2015, while the remaining two towers were granted their occupancy certificates much later on January 31, 2024.
To date, 1,421 registries have been completed for this project. The company's representatives explained that the approximately Rs 80 crore deposited with the Noida Authority was made under the state government's settlement framework, which was based on recommendations from the Amitabh Kant Committee. This committee played a crucial role in rationalizing penal interest and recalculating actual dues for stalled real estate projects across the region.
Legal Context and Buyer Relief
Although the dispute over dues reached the High Court and remains technically pending, Paramount Developers took the proactive step of clearing the amount under protest specifically to enable homebuyers to complete their registration and ownership formalities. This move demonstrates the company's commitment to resolving long-standing issues that have affected property buyers in these developments.
The settlement mechanism implemented by the Uttar Pradesh government has provided a structured approach for developers to address financial obligations while ensuring that homebuyers can finally secure legal ownership of their properties.
