Patna Municipal Corporation Reports Robust Stamp Duty Collection in Early 2026-27

The Patna Municipal Corporation (PMC) has kicked off the 2026-27 financial year with impressive momentum, securing approximately Rs30 crore in stamp duty revenue by the middle of April. This substantial amount was generated from property registrations conducted within the PMC's jurisdiction, highlighting a vibrant real estate market in the city.

Revenue Collection and Year-on-Year Growth

The revenue was efficiently collected by two key offices: the Registration Office in Patna Sadar (Chhajubagh) and the Sub-Registration Office in Patna City (Gulzarbagh). According to compiled figures based on property registrations, the PMC witnessed a revenue increase of over Rs5 crore compared to the previous fiscal year. In the 2025-26 period, the corporation amassed Rs68 crore, a notable rise from the Rs63 crore collected in 2024-25, underscoring a steady upward trend in financial inflows.

Legal Framework and Transaction Costs

Under Section 136 of the Bihar Municipal Act, 2007, a mandatory 2% transfer duty or stamp duty is imposed on transactions involving the sale, gift, or mortgage of immovable property within PMC limits. Currently, total transaction costs are structured at 10.4% for male buyers, 9.6% for female buyers, and 10% for other cases, promoting gender-inclusive policies in property dealings.

Utilization of Funds and Infrastructure Development

The PMC directs these collected funds towards critical urban infrastructure projects, including the creation, upgrade, and maintenance of roads, drainage networks, water supply systems, and solid waste management facilities. To streamline services, the PMC has established a dedicated help desk at the Chhajubagh registration office, offering mutation and assessment assistance to property owners. Municipal law requires owners to complete property assessments within 30 days of registration or construction, ensuring compliance and efficient urban planning.

Incentives and Operational Enhancements

In a move to encourage timely payments, the PMC is offering a 5% rebate for residents who pay their full annual property tax by June 30, 2026. To facilitate this, municipal counters have extended their operating hours to 10 hours daily, from 9 am to 7 pm, providing greater convenience for taxpayers and supporting smoother revenue collection processes.
