Prayagraj Development Authority Implements New Policy for Residential Plot Allottees
In a significant decision impacting thousands of homebuyers, the Prayagraj Development Authority (PDA) has announced a major shift in its policy regarding residential plot allotments. The authority declared that allottees who purchased plots in its residential schemes but did not take possession will no longer be provided with alternate land. This move is designed to bring clarity and transparency to the allotment process while offering financial relief to affected individuals.
Refunds with Interest Offered as Primary Solution
The new directive, officially advertised on Friday, stipulates that instead of alternate plots, the PDA will refund the paid amount along with accrued interest. This policy is expected to affect approximately 8,000 allottees across various residential projects in Prayagraj. For those interested in investing in a fresh residential scheme, the previously paid amount can be adjusted towards a new allotment, providing flexibility for future homebuyers.
Conditions for Alternate Plot Offers and Refunds
PDA officials emphasized that alternate plots will only be considered if the originally purchased land is completely free from any legal or possession disputes. For plots where such issues persist, the sole recourse will be a full refund with interest, in strict adherence to established regulatory rules. This approach aims to standardize the resolution process and prevent further complications.
Impact on Long-Delayed Residential Schemes
Several residential schemes have faced prolonged delays, including Dev Prayag, Jhalwa, Neem Sarai, Ganga Darshan, Telierganj, Shantipuram, and Kalindipuram. Over 800 allottees in these projects have yet to receive possession despite purchasing their plots years ago. Rishiraj, vice-chairperson of PDA, noted that as part of the earlier Sangam Mission, more than 100 allottees were allotted plots at alternate locations. The current policy seeks to establish a uniform and legally sound framework for all affected residents.
Addressing Complications from Plot Resales
PDA officials highlighted additional challenges arising from some individuals who purchased plots at lower rates and later sold them at higher prices, creating further complications in possession and allocation. For plots that are dispute-free and have completed registries, possession will be granted as originally intended, ensuring fairness to genuine homebuyers.
Steps for Affected Allottees
The authority has urged all impacted allottees to approach PDA offices to initiate the refund process or discuss adjustment options for new allotments. This proactive step is viewed as a decisive effort to streamline residential allotments, resolve long-pending possession issues, and prevent future disputes. By prioritizing transparency and legal compliance, the PDA aims to restore trust and provide equitable solutions for homebuyers in Prayagraj.
