Uttar Pradesh's New Redevelopment Policy Unlocks Urban Space in Major Cities
Apartment owners in Lucknow and other key urban centers across Uttar Pradesh now have the opportunity to collectively undertake the redevelopment of their existing housing societies. Mirroring initiatives seen in metropolitan cities, the recently introduced state government policy enables the utilization of additional space within residential layouts to create larger, more modern living units.
Consensus and Conditions for Redevelopment
For a redevelopment project to proceed, it requires the consent of at least two-thirds of the apartment owners residing in a layout that measures more than 1,500 square meters, equivalent to 16,146 square feet. This collective agreement paves the way for the construction of bigger and better apartments, transforming aging structures into contemporary residential complexes.
Financial Incentives to Attract Private Players
To ensure the financial viability and appeal of these projects to private developers, the policy offers a suite of freebies and incentives. The local housing development authority will provide a 50% rebate on development charges, grant an additional Floor Area Ratio over the base limit, and exempt shelter fees. Furthermore, the policy allows for the upgrading of land use status to accommodate commercial and mixed-use activities. The state government will also exempt stamp duty charges for such redevelopment initiatives, significantly reducing overall costs.
Official Perspective and Urban Benefits
Principal Secretary of the Housing and Urban Development Department, P Guruprasad, emphasized the policy's objective. "The policy is aimed at unlocking prime space within urbanized parts of a city," he stated. "Many apartment buildings in key Uttar Pradesh cities such as Ghaziabad, Lucknow, Kanpur, and Varanasi were constructed decades ago and have substantial vacant space in their compounds. Redeveloping these layouts under the new policy will be attractive for all stakeholders involved."
Potential Localities and Implementation
Private developers have welcomed the decision, identifying specific localities in Lucknow where residents could benefit, including Clay Square, Mall Avenue, AP Sen Road, Mahanagar, and Aliganj. Notified on February 10, the 29 housing development authorities that govern real estate and construction activities in the state's key cities are currently in the process of incorporating this policy into their frameworks.
Identification of Redevelopment Sites
These authorities will initiate an exercise to identify underutilized land parcels in congested urban areas, including freehold, leasehold, nazul, and government-owned properties. "Bus shelters, workshops, heritage hotels, old government buildings, hospitals, and offices with substantial space will be identified," explained an engineer from the Lucknow Development Authority, deputed in Mahanagar. "Industrial units and projects that were shut down due to disputes, pollution norms, or other reasons could also opt for redevelopment under this policy."
