Dibrugarh: Siba Prasad Mohanty, Managing Director of Assam Valley Fertilizer and Chemical Company Limited (AVFCCL), conducted a site visit on Sunday to the Ammonia-Urea Fertilizer Project at Namrup to assess the ongoing progress of the landmark initiative.
Key Inspection Details
During the inspection, Mohanty reviewed critical milestones in the project execution, evaluated the groundwork completed so far, and engaged in detailed discussions with the project team. He underscored the paramount importance of adhering to the established timelines to ensure the successful completion of this transformative project.
"We must accelerate work where necessary, maintain strict quality and safety standards, and ensure every milestone is met on time. Coordination among agencies, timely delivery of critical equipment, and uninterrupted manpower deployment will be decisive in how quickly Namrup becomes operational," Mohanty stated.
Project Background
The Bhoomi Pujan ceremony for the ambitious project was performed by Prime Minister Narendra Modi on December 21, 2025, marking the commencement of a venture with an estimated investment of Rs 10,600 crore. Since then, ground activities at the Namrup site have been gaining momentum.
The Namrup-IV Ammonia-Urea Complex is being executed by AVFCCL, a newly formed joint venture comprising the Assam government, Oil India Limited (OIL), National Fertilizers Limited (NFL), Hindustan Urvarak & Rasayan Limited (HURL), and Brahmaputra Valley Fertilizer Corporation Limited (BVFCL). This brownfield project will be developed within the existing premises of BVFCL.
Expected Impact
Once operational, the new fertilizer unit is anticipated to significantly expand the supply chain for urea and related products in the Northeast region. It will reduce dependence on distant production centers and improve the timely availability of fertilizers for farmers. The plant will have an annual production capacity of approximately 1.25 million metric tonnes and is expected to generate substantial direct and indirect employment opportunities.
AVFCCL has already floated key tenders for bush clearing, topographical and contour surveys, as well as geotechnical investigation work, marking the official launch of on-ground activities. Sunday's site visit by the MD signals a continued push to accelerate execution as the project advances into more sophisticated development stages.
Regional Significance
The new fertilizer unit is expected to play a transformative role in reviving the region's industrial ecosystem, creating employment, and ensuring fertilizer self-sufficiency for Assam and neighboring states. It aligns with Assam's broader ambition of emerging among the top five states in India in terms of economic growth and industrial output.
Currently, the Namrup-III unit of BVFCL remains the only operational urea plant in the entire Northeast region, supporting agriculture across Assam and nearby states. The new AVFCCL facility will substantially increase regional urea availability, reducing farmers' dependence on supplies transported from distant plants.
Authorities reaffirmed that the project remains on track, with all stakeholders aligned on the shared goal of delivering a world-class fertilizer facility to serve the agricultural heartland of the Northeast.
