New Delhi: Jamia Millia Islamia has introduced a significant change in its doctoral admission policy, now permitting international PhD scholars to submit applications throughout the year. This facility, previously unavailable, marks a departure from the earlier system where foreign candidates could only apply during the fixed admission cycle. However, selected candidates will commence their research only from the next academic session, ensuring alignment with the university's academic calendar.

Amendment to Ordinance 9 (IX)

The provision, applicable exclusively to international students, was approved by the university's academic council through an amendment to Ordinance 9 (IX), which governs PhD admissions. Domestic candidates will continue to follow the existing fixed timelines for admissions, with no changes to their application process.

Earlier, foreign scholars—including those sponsored by the Indian Council for Cultural Relations (ICCR)—were admitted only during the regular admission cycle under the supernumerary quota. This meant they had to adhere to the same schedule as domestic applicants, limiting flexibility.

Streamlined Application Process

Under the revised rules, international applicants may apply round the year through the Office of the Foreign Students Advisor (FSA). After a preliminary screening by the FSA, applications will be forwarded to the relevant department, centre, or faculty for further evaluation. Shortlisted candidates will then be interviewed by the Department Research Committee (DRC) or Centre Research Committee (CRC).

Those deemed suitable will receive acceptance letters along with a proposed research topic, subject to approval by the Board of Studies (BoS) or Committee of Studies (CoS). The DRC or CRC will also recommend supervisors and co-supervisors for the selected candidates.

Admission Formalities and Registration

According to the official notification, selected candidates may complete admission formalities after obtaining the required study visa. Their coursework and formal registration, however, will be aligned with the next regular PhD batch or academic session. This ensures that international scholars integrate seamlessly into the university's academic structure.

The amendment reiterates that foreign scholars will be admitted against supernumerary seats, over and above the sanctioned number of PhD seats. This means their admission does not affect the quota available for domestic students.

Supervision and Eligibility Criteria

Faculty members—including professors, associate professors, and assistant professors—may supervise up to two international research scholars at a time under this category. This limit ensures quality mentorship and adequate attention for each scholar.

Preference will be given to candidates who have qualified recognised English proficiency tests such as TOEFL or IELTS. The FSA is responsible for verifying the validity of these scores, ensuring that applicants meet the language requirements necessary for academic success.

University officials stated that the move is aimed at streamlining the admission process for international scholars while ensuring that academic schedules remain aligned with existing PhD batches. This flexibility is expected to attract a diverse range of global talent, enhancing the university's research environment.
