Karnataka Government Approves Major Education Expansion with 50 School Upgrades

The Karnataka state government has taken a significant step toward educational reform by approving the transformation of 50 government high schools into pre-university colleges under the 2025-26 state budget. This strategic move is specifically designed to broaden access to higher secondary education in rural and underserved regions across the state.

Addressing Educational Gaps in Rural Karnataka

Officials have identified a critical gap in pre-university education availability in villages, where students frequently must travel extensive distances after completing class 10. This logistical challenge has contributed to elevated dropout rates, particularly among female students who often discontinue their studies after SSLC due to the absence of nearby PU colleges.

SN Padmini, undersecretary to the government in the department of school education and literacy, confirmed that an official order has been issued granting administrative approval for the upgrade of 50 eligible government high schools. This directive follows the state budget announcement that promised wider access to higher secondary education throughout Karnataka.

Specific Schools Selected in Dakshina Kannada

In the Dakshina Kannada district, two institutions have been earmarked for this upgrade: Government High School Kallarakodi and Government High School Vittal. If infrastructure verification proceeds according to schedule, these upgraded institutions are projected to commence operations from the next academic year.

Bharath S, director of the department of pre-university education in Bengaluru, elaborated that officials are currently evaluating infrastructure at the selected schools. Institutions that already satisfy the required standards will initiate operations first, while the department will establish necessary facilities in schools that currently fall short. Each upgraded institution will initially be permitted to start with one pre-university course combination.

Comprehensive Guidelines and Eligibility Criteria

The upgrade initiative operates under specific guidelines designed to maximize impact:

  • A government high school can be considered for upgrade only if there is no government or aided PU college within a 15-kilometer radius.
  • The school must typically have at least 40 students enrolled in class 10.
  • The distance requirement will be relaxed for schools with 100 or more students in class 10, allowing them to qualify even if another PU college exists within 15 kilometers.

The order also permits exemptions for institutions expected to receive salary and infrastructure support for the next three years through the Kalyana Karnataka Region Development Board or corporate social responsibility grants. Such schools may be considered even if they do not fully comply with standard distance and enrollment norms.

Part of Broader Educational Package

This school upgradation plan represents one component of a more comprehensive education package. Under this broader initiative, 100 eligible government senior primary schools will also be upgraded into high schools. According to official proceedings, the department of school education and literacy has identified 24 priority programmes for implementation in the 2025-26 budget, with expansion of school and PU access ranking among the key measures.

The government's multifaceted approach aims to create a more accessible and equitable educational landscape across Karnataka, particularly benefiting students in remote areas who have historically faced barriers to continuing their education beyond the secondary level.
